The World Wide Fund For Nature (WWF) is seeking an experienced independent evaluator or evaluation team to conduct the Terminal Evaluation of the GEF-financed Eco-system Approach to Fisheries Management (EAFM) Project in Eastern Indonesia.

About the WWF GEF Fisheries Management Project
The Eco-system Approach to Fisheries Management (EAFM) Project in Eastern Indonesia is a GEF-funded initiative designed to strengthen sustainable coastal fisheries management across Indonesia’s Fisheries Management Areas (FMAs) 715, 717, and 718.
The project aims to deliver long-term environmental, social, and economic benefits by improving fisheries governance, promoting sustainable practices, and developing effective models that can be replicated in other coastal communities.
The project includes four key components:
1. Strengthening Fisheries Governance
The project supports enabling conditions for ecosystem-based fisheries management, including improved policies, institutional coordination, and governance systems.
2. Implementing Sustainable Fisheries Tools
The initiative develops and applies fisheries management approaches that promote sustainable resource use and protect marine ecosystems.
3. Supporting Sustainable Conservation Financing
The project works to strengthen financing mechanisms that support coastal ecosystem protection and sustainable fisheries activities.
4. Improving Monitoring and Knowledge Management
The project strengthens monitoring, evaluation, reporting, and knowledge-sharing systems to improve future conservation initiatives.

Responsibilities of the Consultant
The selected evaluator will conduct an independent assessment of project achievements, challenges, and sustainability.
Key duties include:
- Reviewing project documents, reports, budgets, and monitoring data.
- Developing an evaluation methodology and inception report.
- Conducting interviews and consultations with project stakeholders.
- Assessing project relevance, effectiveness, efficiency, and sustainability.
- Reviewing environmental and social safeguards.
- Evaluating gender equality and social inclusion measures.
- Assessing stakeholder participation and knowledge management.
- Reviewing monitoring and evaluation systems.
- Preparing draft and final evaluation reports.
- Presenting findings and recommendations to WWF and partners.
The evaluation must follow WWF and GEF standards and provide evidence-based recommendations to improve future conservation programs.
Required Qualifications
Applicants should have:
A Master’s degree or equivalent in Environmental Sciences, Social Sciences, or a related field.
At least 10 years of professional experience in monitoring and evaluation.
Experience conducting complex evaluations using recognized methodologies.
Excellent written and spoken English communication skills.
Preferred Experience
Candidates with the following backgrounds are encouraged to apply:
- Experience evaluating GEF-funded projects.
- Knowledge of marine fisheries management.
- Experience in conservation and environmental programs.
- Expertise in gender-responsive approaches.
- Experience with social and environmental safeguards.

Consultancy Deliverables
The evaluator will produce several key outputs, including:
Inception Report
A detailed evaluation plan outlining:
- Methodology
- Evaluation questions
- Stakeholder engagement approach
- Timeline
- Data collection methods
Consultation and Findings Presentation
The consultant will engage with:
- WWF teams
- Government partners
- Project management units
- Communities
- Other stakeholders
Draft Evaluation Report
A detailed assessment covering:
- Project outcomes
- Implementation performance
- Sustainability
- Financial management
- Safeguards
- Gender considerations
- Lessons learned
Final Terminal Evaluation Report
The final report will incorporate stakeholder feedback and provide recommendations for strengthening future fisheries and conservation projects.
Payment Structure
Payments will be made based on approved deliverables:
- 25% after approval of the Inception Report.
- 50% after approval of the draft report and presentation materials.
- 25% after approval of the final evaluation report.
The maximum consultancy budget is USD $25,000, including professional fees, travel, taxes, administration, and related costs
