UN Women is Seeking a Monitoring and Evaluation Specialist – Apply Before 30 January 2026

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, is seeking a Monitoring and Evaluation Specialist (IPSA-11) for a full-time, home-based international position. This role sits within the Women’s Peace and Humanitarian Fund (WPHF) Secretariat, hosted by UN Women, and plays a critical role in strengthening results-based monitoring, evaluation, and reporting across global, regional, and country-level interventions.

The position is offered under an International Personnel Service Agreement (IPSA) for an initial duration of 12 months, with the duty station designated as home-based.

Organizational Context

UN Women works to eliminate discrimination against women and girls, promote women’s empowerment, and advance gender equality across development, humanitarian action, human rights, and peace and security. It leads and coordinates UN system-wide efforts to translate global commitments on gender equality into concrete results.

The Women’s Peace and Humanitarian Fund (WPHF) is a UN–civil society partnership that supports women-led and women’s rights organizations working in peacebuilding and humanitarian response. Since its establishment in 2016, WPHF has supported more than 1,200 civil society organizations across 44 countries. The WPHF Secretariat provides strategic, technical, and operational support to ensure effective fund management, results monitoring, and evidence-based reporting.

Role Purpose

Reporting to the Head of the WPHF Secretariat, the Monitoring and Evaluation Specialist provides strategic leadership and technical expertise to ensure that Results-Based Management (RBM) is fully integrated into all WPHF-supported funding windows and projects. The role focuses on aligning partner results frameworks with the WPHF global theory of change, strengthening data quality, and enhancing evidence-based programming.

The Specialist also contributes to UN Women’s corporate monitoring and reporting requirements, including global strategic plan reporting, transparency initiatives, and annual corporate publications.

Key Responsibilities

1. Global Monitoring, Evaluation, and Reporting

  • Provide strategic guidance and quality assurance on results monitoring, evaluation, and reporting at the global level
  • Support the finalization of WPHF strategic and operational documents, including the 2026–2029 Strategic Plan
  • Lead the development and updating of M&E technical guidance, tools, and tip sheets
  • Maintain and strengthen the Management Information System (MIS) and related data processes
  • Design and lead the annual global WPHF CSO survey and other thematic surveys
  • Manage and update the WPHF Index, including data mining, analysis, and briefing notes
  • Support donor, board, and country-level presentations through data analysis and visualization

2. Support to Country Offices and Partners

  • Provide technical guidance to Country Offices and Management Entities on M&E planning and reporting
  • Support the development of partner project documents aligned with WPHF calls for proposals
  • Strengthen civil society organizations’ capacity in results monitoring and reporting, with a focus on RBM and gender-responsive approaches
  • Deliver targeted technical assistance and training using UN Women corporate RBM tools and policies

3. Corporate-Level Contributions

  • Contribute to UN Women corporate monitoring initiatives, including Mid-Term Reviews of the Strategic Plan
  • Serve as an Indicator Manager within UN Women’s Integrated Results and Resources Framework (IRRF)
  • Support preparation of the Executive Director’s Annual Report (EDAR) and data publication on UN Women’s Transparency Portal

4. Knowledge Building and Capacity Development

  • Develop M&E training materials and capacity development packages for CSOs and partners
  • Promote shared accountability for M&E across WPHF stakeholders
  • Deliver technical webinars through the WPHF Global Learning Hub (L-HUB)
  • Capture and disseminate lessons learned and best practices in feminist and results-based M&E

Minimum Qualifications

Education

  • Master’s degree in development-related disciplines, social sciences, statistics, public administration, gender studies, or a related field
  • A first-level university degree with additional qualifying experience may be accepted

Experience

  • Minimum 7 years of relevant development experience, including RBM and results-based reporting
  • Experience with UN-hosted pooled funds or multi-donor trust funds
  • Proven experience providing technical guidance and M&E capacity building
  • Advanced proficiency in data analysis tools and management systems (e.g. SPSS, NVIVO, Excel)
  • International and inter-agency experience is desirable

Languages

  • Knowledge of another UN official language is an asset

This is a home-based international position. Selected candidates must hold a valid work permit covering the full contract period for their home-based duty station.
