Call to Influence: UN Women Strategy Note – Deadline 28 Mar 2026

UN Women, the United Nations entity dedicated to gender equality and the empowerment of women, is hiring a home-based consultant to support the development of its 2027–2031 Strategic Note (SN) for the Caribbean region. This consultancy is part of UN Women’s efforts to align its multi-country work with global priorities and regional Sustainable Development Frameworks, ensuring high-impact programming across 22 countries and territories. The consultancy offers an opportunity to contribute to gender-responsive planning, evaluation, and strategy development in a dynamic, international environment.

Background and Purpose of the Consultancy

The Multi-Country Office (MCO) for the Caribbean has implemented the 2022–2026 Strategic Note, guiding its normative, coordination, and operational activities across the English and Dutch-speaking Caribbean. This Strategic Note covers key areas, including:

  • Gender equality in laws, policies, and social norms
  • Women’s economic empowerment and resilience
  • Ending violence against women and girls
  • Climate change adaptation and disaster risk resilience

The consultant will review the current Strategic Note and support the development of the 2027–2031 SN, aligning it with the upcoming UN Multi-Country Sustainable Development Framework (MSDCF 3.0) and UN Women’s global Strategic Plan (2026–2029).

Key Responsibilities

The consultant will perform several strategic and technical tasks to ensure the SN is evidence-based, coherent, and aligned with regional priorities. Responsibilities include:

  • Conducting a desk review of relevant documents such as the current SN, evaluations, donor reports, and regional strategies.
  • Facilitating consultations with UN Women staff, governments, CSOs, private sector partners, and regional institutions to inform the strategy.
  • Drafting and reviewing key components of the Strategic Note, including the Theory of Change, Results Framework, 4-year budget, and risk matrix.
  • Organizing and facilitating workshops to validate strategy components and integrate stakeholder feedback.
  • Preparing a final Strategic Note package with all required attachments and visual presentations, including a two-page infographic summary for global review.

Deliverables and Timeline

The consultancy will follow a clear timeline with specific deliverables:

  • Inception Report – Key steps for SN review (Due: 10 April 2026)
  • Desk Review Report – Summary of documents reviewed (Due: 14 April 2026)
  • Consultation Reports – Findings from internal and external stakeholder meetings (Due: 17–23 April 2026)
  • Initial Draft SN Outline – Early results framework and strategy components (Due: 14 May 2026)
  • Component Development Report – Theory of Change, Results Framework, 4-year budget, risk matrix (Due: 30 June 2026)
  • Validation Workshop Proposal – Agenda and methodology (Due: 17 July 2026)
  • Completed Strategic Note Package – Final document and attachments (Due: 31 July 2026)

Required Qualifications and Experience

UN Women seeks a highly qualified professional with the following profile:

  • Education: Master’s degree in social sciences, gender/women’s studies, international development, international relations, public policy, or a related field. A bachelor’s degree with additional experience may be accepted.
  • Experience: Minimum 7 years in programme development, implementation, and monitoring. Proven experience in strategic planning, results-based management, and preparation of strategic documents within international organizations. Experience in the Caribbean region is highly desirable.
  • Skills: Strong facilitation, communication, analytical, and presentation skills. Knowledge of UN planning processes, results-based management, and gender equality programming is essential.

Consultancy Benefits and Work Arrangement

This is a home-based consultancy. No travel is required for this assignment. The consultant will collaborate closely with the Deputy Representative, Monitoring and Reporting Analyst, and MCO team. The consultancy offers a unique opportunity to contribute to UN Women’s strategic planning in the Caribbean while working flexibly in a remote setting.
