The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is inviting applications for a home-based consultancy position focused on evaluating the Africa Programme of Gender Statistics (APGS III 2022–2026) and developing the next strategic framework, APGS IV (2027–2031).

UN Women Consultant Opportunity – APGS Evaluation and Strategic Framework Development

UN Women works globally to advance gender equality, women’s empowerment, and the elimination of discrimination against women and girls.

Recognizing the importance of reliable gender data in achieving equality and improving decision-making, African countries and regional institutions have invested in strengthening gender statistics systems.

The Africa Programme on Gender Statistics (APGS) was created as a continental framework to improve the production, coordination, and use of gender statistics across Africa.

The programme supports efforts aligned with:

• The Sustainable Development Goals (SDGs).
• Agenda 2063 of the African Union.
• The Strategy for the Harmonization of Statistics in Africa (SHaSA).

As the current APGS Phase III (2022–2026) approaches completion, UN Women and partners are seeking a consultant to conduct a final evaluation and develop the future APGS IV framework for 2027–2031.

About the Consultancy Role

The consultant will assess the performance, impact, and sustainability of APGS while providing recommendations for the next phase of gender statistics development in Africa.

The assignment will examine:

• How effectively APGS strengthened gender data systems.
• The programme’s contribution to policy and decision-making.
• Coordination among regional and international partners.
• Lessons learned and best practices.
• Future priorities for gender statistics in Africa.

The consultant will report to the Regional Statistics Specialist Gender.

Key Responsibilities

Conduct Final Evaluation of APGS III (2022–2026)

The consultant will design and implement a comprehensive evaluation process based on UN Women evaluation standards.

Responsibilities include:

• Developing an evaluation framework and methodology.
• Identifying key stakeholders involved in APGS implementation.
• Reviewing programme documents, reports, strategies, and previous evaluations.
• Conducting interviews with stakeholders, including:
  • National Statistical Offices.
  • Regional Economic Communities.
  • African Union institutions.
  • UN agencies.
  • Development partners.

The evaluation will assess the programme’s relevance, effectiveness, efficiency, coherence, sustainability, and contribution to gender equality.

Evaluation Areas

The consultant will analyze several key areas:

Relevance

The evaluation will determine whether APGS aligned with:

• National gender data priorities.
• Regional statistical frameworks.
• SDG reporting requirements.
• Agenda 2063 objectives.

Effectiveness

The consultant will examine:

• Achievement of programme outcomes.
• Improvements in gender statistics production.
• Use of gender data in policy development.
• Factors that supported or limited progress.

Efficiency

The assessment will review:

• Resource utilization.
• Coordination structures.
• Implementation approaches.
• Partnership effectiveness.

Sustainability

The consultant will assess whether APGS achievements have been institutionalized and whether countries have ownership of gender statistics systems.

Development of APGS IV Strategic Framework (2027–2031)

Based on evaluation findings, the consultant will develop a new strategic framework for the next phase of the programme.

The framework will include:

• Vision and strategic priorities.
• Situation and stakeholder analysis.
• Priority interventions.
• Strategic pillars.
• Results framework.
• Partnership arrangements.
• Monitoring, evaluation, and reporting systems.

The new framework will support continued progress in strengthening gender statistics across Africa beyond 2026.

Required Qualifications and Experience

Education

Applicants should have:

• A Master’s degree in:
  • Statistics.

  • A related field.

A Bachelor’s degree combined with additional qualifying experience may be accepted.

Professional Experience

Candidates must have:

• At least 10 years of progressively responsible experience in programme evaluation.
• Strong expertise in gender statistics and African statistical systems.
• Experience working with UN agencies, regional organizations, or international development programmes.
• Experience managing multi-stakeholder consultations.
• Strong research, analytical, and report-writing skills.
