Role Purpose
The WPE Coordinator leads Gender-Based Violence (GBV) prevention and response programming during acute emergencies. This includes rapid program design, coordination, implementation, and leadership in high-pressure humanitarian environments.
The role focuses on ensuring women and girls receive safe, effective, and timely protection services during crises.
Key Responsibilities
1. Emergency Context Analysis
- Conduct rapid assessments after emergencies
- Identify protection risks affecting women and girls
- Map key stakeholders and coordination actors
- Design multisectoral needs assessments
2. Program Design & Implementation
- Lead emergency GBV response programming
- Develop strategies for women’s protection services
- Oversee case management, safe spaces, and prevention initiatives
- Coordinate with partners and local organizations
- Integrate protection approaches across sectors (health, WASH, MHPSS)
- Ensure women and girls participate in program design
3. Coordination & Partnership
- Represent IRC in GBV coordination forums
- Build partnerships with women-led and local organizations
- Align programming with humanitarian standards and donor requirements
- Strengthen cross-sector collaboration in emergency settings
4. Grants, Budget & Reporting
- Manage emergency grants and budgets
- Develop proposals and donor reports
- Ensure compliance with donor regulations (UNHCR, FCDO, ECHO, BPRM)
- Support monitoring, evaluation, and learning systems
5. Leadership & Staff Management
- Recruit and supervise emergency WPE teams
- Provide technical guidance and capacity building
- Ensure safeguarding, PSEA, and child protection compliance
- Support team performance in high-pressure environments
Required Qualifications
Applicants should have:
- Postgraduate degree in social sciences, psychology, social work, or related field
- At least 5 years’ experience in GBV programming in humanitarian settings
- Strong background in emergency response or outbreak contexts
- Experience managing multi-donor funded programs
- Proven leadership in program design, budgeting, and staff management
- Experience working with INGOs, UN agencies, or donors
- Strong communication and report writing skills
- Fluency in English (French and/or Arabic preferred)
