Purpose of the Role
The Senior Consultant will lead functional and structural reviews to ensure UN Women’s operations remain efficient, agile, and aligned with strategic priorities. The role focuses on strengthening organizational design, improving workflows, and enhancing team capacity across regional offices.
Working closely with leadership and HR teams, the consultant will provide expert recommendations to optimize structures, processes, and overall performance.
Key Responsibilities
Organizational Design and Structure
- Review and recommend improvements to organizational structures and functional setups.
- Align office strategies with operational needs and typologies.
- Assess and refine team roles and responsibilities.
Process Optimization
- Analyze business processes and standard operating procedures (SOPs).
- Recommend improvements to increase efficiency and effectiveness.
- Adapt systems to evolving UN frameworks and operational contexts.
Capacity and Skills Assessment
- Evaluate staff capacity and identify skill gaps.
- Develop recommendations for training and capacity-building initiatives.
Workplace Environment
- Assess organizational culture and staff engagement.
- Propose strategies to improve collaboration and working conditions.
Methodology and Approach
The consultant will adopt a structured and evidence-based approach, including:
- Preparing concept notes and detailed workplans
- Conducting desk reviews of strategic and operational documents
- Facilitating surveys, interviews, and stakeholder consultations
- Leading workshops with internal teams
- Delivering comprehensive reports with actionable recommendations
Retainer Contract Details
This consultancy operates on a flexible retainer basis:
- Duration: 60 working days over one year
- Schedule: Part-time, assignment-based

The consultant will be engaged for specific assignments and may accept or decline tasks. Compensation is based on a daily rate aligned with UN Women policies, with no guaranteed minimum workload.
Required Qualifications
Education
- Master’s degree in human resources, organizational development, business administration, or a related field
- A bachelor’s degree with additional experience may be considered
Experience
- At least 10 years of experience in HR management or change management
- Proven expertise in organizational design and development
- Experience in management consulting, particularly within the UN or public sector, is highly desirable
- Familiarity with UN Women or UNDP policies is an advantage
Skills
- Strong analytical and problem-solving abilities
- Excellent communication and stakeholder engagement skills
- Ability to work effectively in multicultural and international environments
- Knowledge of gender equality and development issues
Language
- Fluency in English is required
