About the Consultancy Role
The consultancy focuses on supporting gender audits within the Ministry of Economy, Environment and Agriculture of Ukraine and other state institutions.
The assignment is aligned with Ukraine’s State Strategy on Ensuring Equal Rights and Opportunities for Women and Men until 2030. Under this national framework, state institutions are expected to conduct gender audits to evaluate how gender equality principles are integrated into institutional operations, policies, and practices.
The selected consultant will work closely with UN Women, government institutions, and technical experts to lead and support the gender audit process.
The consultancy is part-time and home-based, with occasional visits to ministry offices and UN Women offices as required.
Key Responsibilities
The consultant will play a leading role throughout the gender audit process.
Development of Gender Audit Methodology
The selected expert will:
- Lead the development of gender audit methodologies
- Design questionnaires, interview guides, and review tools
- Support validation sessions with government working groups
- Incorporate stakeholder feedback into final methodologies
Gender Analysis and Research
Responsibilities will also include:
- Conducting desk reviews of institutional documents and policies
- Supporting online surveys and interviews

Reporting and Recommendations
The consultant will additionally:

Required Qualifications
UN Women is seeking candidates with strong expertise in gender equality and institutional analysis.
Applicants should possess:
- A Master’s degree in public administration, law, social sciences, international relations, gender studies, human rights, or related fields
- At least two years of relevant professional experience
- Proven experience conducting gender analyses or gender audits
- Experience supporting government institutions on gender equality initiatives
- Strong report writing and analytical skills
- Experience coordinating consultations and stakeholder meetings
Fluency in Ukrainian and working-level English are required for this consultancy.
