Lead Global HR at Winrock International – Senior Director, People & Culture (Remote, 2026)

Winrock International, a globally recognized nonprofit organization, is hiring a Senior Director, People & Culture to lead its human resources and people strategy. This remote role, based in select U.S. states, provides strategic oversight for HR operations, workforce performance, and organizational culture across Winrock’s global programs. The Senior Director will report directly to the Chief Financial and Operations Officer (CFOO) and serve as a trusted advisor to the Executive Team.

Role Overview
The Senior Director, People & Culture will provide strategic leadership and operational oversight for Winrock’s HR systems, policies, and global practices. This role ensures that the organization’s people strategies align with its business objectives while fostering a high-performing, engaged, and globally distributed workforce. Key responsibilities include:
- Leading HR operations and infrastructure across global projects
- Advising senior leaders on employee relations, compliance, and organizational culture
- Overseeing compensation, recruitment, and HR systems
The role combines strategic vision with hands-on execution, requiring a leader capable of managing a lean People & Culture team while driving enterprise-wide impact.
Key Responsibilities
HR Operations and Global Practice
The Senior Director will:
- Design, implement, and continuously improve global HR systems, policies, and procedures
- Ensure effective and compliant adaptation of people practices across projects, countries, and regions
- Oversee HR operational workflows, including onboarding, training, promotion, and separations
- Lead and develop the People & Culture team to foster collaboration, accountability, and professional excellence
- Establish metrics to assess HR effectiveness and drive continuous improvement
People Strategy, Performance, and Culture
This role focuses on building a strong organizational culture and workforce performance by:
- Partnering with leadership to strengthen performance management, career development, and employee feedback
- Supporting engagement initiatives to improve retention and organizational effectiveness
- Advising leaders on complex workforce issues, change management, and culture-building
Compliance, Risk, and Employee Relations
The Senior Director ensures organizational compliance and risk management, including:
- Providing guidance on employee relations, grievances, investigations, and disciplinary actions
- Maintaining expertise in U.S. Government contracting, employment law, and local labor regulations in countries of operation
- Overseeing personnel records, payroll coordination, and federal, state, and donor reporting
Compensation, Systems, and Workforce Capacity
The Senior Director will also:
- Lead compensation and benefits practices, ensuring competitiveness, equity, and compliance
- Support recruitment for strategic roles and initiatives
- Oversee HRIS and applicant tracking systems (ATS), maintaining data integrity and reporting accuracy
- Build HR partner capacity and right-sized infrastructure for global projects
Required Qualifications
Candidates must meet the following qualifications:
- Bachelor’s degree with 12 years of progressive HR experience, including at least 3 years in a managerial role
- Experience in donor-funded or international development environments, with U.S. Government project exposure preferred
- Proven success leading HR functions across multiple locations globally
- Expertise in employee relations, engagement, employment law, compensation, organizational development, and learning
- Strong collaboration skills, able to work across cultures, countries, and organizational units
- Excellent judgment, problem-solving, and communication skills
- Ability to manage competing priorities in fast-paced settings
- English fluency required, with some domestic or international travel as needed
Compensation and Benefits
The position offers a competitive salary range of $175,000 – $187,000, commensurate with experience and location. Winrock also provides a comprehensive benefits package to support employee well-being and professional growth.
Work Location
This is a remote position, but applicants must reside in one of the following states: Arkansas, California, Colorado, Maryland, New York, Pennsylvania, Virginia, Washington DC, or Wisconsin. Working hours are aligned with Eastern or Central Time zones.
