Remote Consultancy Supporting WASH and Gender Programming in Nigeria

The National Consultant will conduct a mid-term review of the WASH Gender Landscape Analysis (GALA) using mixed-methods, participatory, and gender-responsive approaches.

The review will focus on:

• Assessing progress made under the WASH Gender Landscape Analysis.
• Identifying challenges and implementation gaps.
• Analysing gender-related barriers affecting WASH services.
• Providing recommendations for adaptive programme management.
• Strengthening evidence-based decision-making.

The consultant will work remotely from a home-based location, with required travel to Kaduna and Adamawa States for field activities.

The consultancy duration is three months.

Key Responsibilities of the Consultant

The selected consultant will support research, evaluation, and stakeholder engagement activities throughout the assignment.

Major responsibilities include:

• Designing and implementing the mid-term review approach.
• Conducting gender-focused assessments and evaluations.
• Collecting and analysing qualitative and quantitative information.
• Leading interviews, focus group discussions, and stakeholder consultations.
• Reviewing programme progress and identifying areas for improvement.
• Applying gender-responsive evaluation methodologies.
• Developing high-quality reports with evidence-based recommendations.
• Supporting coordination with government partners, NGOs, and community stakeholders.

Qualifications and Experience Required

UNICEF is seeking candidates with advanced expertise in gender, WASH, public health, evaluation, or related development fields.

Applicants should have:

• A Master’s degree or higher in Development Studies, Gender Studies, Public Health, Community Health, Public Administration, Social Sciences, WASH Engineering, Monitoring and Evaluation, or related disciplines.
• At least 7–10 years of professional experience in WASH, gender equality, social inclusion, women’s empowerment, or community development.
• Demonstrated experience conducting gender analyses, assessments, or evaluations.
• Strong expertise in Monitoring, Evaluation, and Learning (MEL).
• Experience designing and implementing mid-term or end-line evaluations.
• Knowledge of qualitative research methods, including interviews and focus group discussions.
• Experience working with UN agencies, government institutions, NGOs, and community organisations.

Experience applying feminist evaluation approaches and gender-transformative programming methods will be considered an advantage.

Skills Needed for Successful Delivery

The ideal candidate should have strong analytical and communication abilities combined with experience working in complex development environments.

Important skills include:

• Understanding of gender-transformative programming.
• Knowledge of WASH systems, service delivery, and community engagement.
• Ability to analyse social norms affecting WASH and gender outcomes.
• Experience managing field research activities.
• Strong report writing and documentation skills.
• Ability to engage effectively with diverse stakeholders.
• Proficiency with qualitative and quantitative data analysis tools.

Knowledge of Hausa or other relevant local languages spoken in Kaduna and Adamawa will be an added advantage.
