About the Senior Expert, MREL Role

The Senior Expert, Monitoring & Evaluation, Media Freedom Programmes will provide strategic leadership for WAN-IFRA’s Monitoring, Results, Evaluation and Learning systems across multiple global media programmes.

This contract-based consultancy role is expected to begin in July 2026 and run through March 2027. The selected expert will lead organizational learning efforts while ensuring that programme monitoring systems remain efficient, data-driven, and aligned with donor requirements and project goals.

The role is fully remote and open to candidates from anywhere in the world.

Main Responsibilities

The consultant will oversee several important areas related to programme monitoring, evaluation, and learning.

Functional Leadership and Strategic Oversight

The Senior Expert will:

  • Lead WAN-IFRA’s overall MREL framework across multiple programmes
  • Develop systems, templates, governance structures, and reporting standards
  • Strengthen learning systems and collaborative reflection processes
  • Support teams across multiple regions with technical M&E guidance
  • Build organizational capacity in monitoring and evaluation processes

Monitoring and Evaluation Frameworks

Responsibilities include:

  • Designing and implementing results frameworks
  • Developing reporting plans and evaluation systems
  • Conducting baseline, mid-term, and final evaluations
  • Tracking programme performance across regions
  • Ensuring alignment between donor requirements and programme indicators
  • Translating findings into actionable recommendations

Data Management and Reporting

The selected candidate will also:

  • Manage programme data systems including Airtable
  • Maintain accessible reporting dashboards and interfaces
  • Support programme staff with data collection tools
  • Lead research projects and data analysis initiatives
  • Coordinate quarterly reflection sessions and learning workshops

Required Qualifications and Experience

WAN-IFRA is seeking highly experienced professionals with strong expertise in international programme monitoring and media development.

Qualified applicants should demonstrate:

  • Significant experience in senior MREL or research roles
  • Strong expertise in donor-funded programme evaluation
  • Experience designing M&E systems for multi-country projects
  • Advanced qualitative and quantitative research skills
  • Strong data management and reporting abilities
  • Experience with Airtable, SurveyMonkey, Google Forms, or similar tools
  • Excellent English communication skills
  • Additional language skills such as French or Arabic are considered an advantage

Experience working within Africa, Southeast Asia, and the Arab Region is highly desirable.
