About the Role

The Organization Design Specialist will work within the People and Culture Group (PCG) at UNOPS, supporting the development of people-centered strategies that strengthen organizational performance and workforce capabilities.

The role focuses on helping UNOPS design effective organizational structures, improve workforce planning systems, and develop solutions that support sustainable development operations worldwide.

The specialist will collaborate with organizational leaders, HR teams, finance colleagues, and global stakeholders to deliver evidence-based recommendations for organizational improvement.

Key Responsibilities

Organization Design and Transformation

The successful candidate will:

  • Support organization design reviews and transformation initiatives.
  • Analyze organizational structures, operating models, governance systems, and workforce data.
  • Identify capability gaps and opportunities for improvement.
  • Facilitate stakeholder consultations, workshops, and interviews.
  • Develop organizational models, presentations, and decision-making materials.
  • Improve organization design tools, templates, and methodologies.

Strategic Workforce Planning

Responsibilities include:

  • Supporting UNOPS workforce planning frameworks.
  • Analyzing workforce trends, skills requirements, and organizational capacity.
  • Helping develop future workforce strategies aligned with organizational priorities.
  • Collaborating with HR, finance, and business teams on workforce modelling and forecasting.
  • Supporting the use of emerging technologies, including AI and HR analytics tools, for workforce planning.

Job Design, Evaluation, and Classification

The specialist will:

  • Review and develop job descriptions and terms of reference.
  • Support job classification and reclassification processes.
  • Apply international job evaluation standards.
  • Contribute to consistent role design across UNOPS operations.

Stakeholder Engagement and Project Delivery

The role requires:

  • Managing multiple organizational design projects.
  • Building relationships with global teams and HR stakeholders.
  • Supporting change management activities.
  • Delivering high-quality outputs within agreed timelines.

Required Qualifications and Experience

Applicants should have:

Education

A:

  • Bachelor’s degree in Human Resources, Organizational Psychology, Behavioural Science, Business Administration, Management, or related fields with 7 years of relevant experience, OR
  • Master’s degree in related fields with 5 years of relevant experience.

Additional required certification includes training in recognized job evaluation methodologies such as:

  • Hay Guide Chart & Profile Method.
  • Mercer IPE.
  • ICSC Master Standards.

Professional Experience Required

Candidates must demonstrate experience in:

  • Organizational diagnostics and design.
  • Workforce planning and organizational restructuring.
  • Job analysis and evaluation.
  • Strategic HR planning.
  • Using quantitative and qualitative workforce analysis methods.
  • Applying AI-enabled tools, automation, and HR analytics solutions.
  • Working in multicultural and geographically distributed organizations.

Experience in humanitarian, development, or UN environments is considered an advantage.
