UNITAR Remote Consultant Opportunity in Climate Change & Strategic Learning | Deadline: 6 September 2026
Professionals with extensive experience in climate change, sustainability, strategic planning, programme evaluation and international development have an exciting opportunity to work with the United Nations Institute for Training and Research (UNITAR).
UNITAR is seeking a Consultant – Expert in Strategic Learning Review and Transition Assessment to support the future direction of UN CC:Learn, the One UN Climate Change Learning Partnership. The consultancy is home-based and offers an opportunity to contribute to an important international initiative focused on climate change learning and capacity development.
About the Consultancy
UN CC:Learn brings together 36 multilateral organizations working with countries to develop and implement sustainable, results-oriented learning initiatives addressing climate change.
The selected consultant will undertake a forward-looking strategic review of the programme and develop a transition assessment to help inform decisions about its future. The work will examine more than a decade of programme experience and identify opportunities for replication, institutionalization, sustainability and scale.
This is particularly relevant for professionals who have worked in strategy consulting, programme design, organizational learning, evaluation, sustainability or international development.
The position is home-based/remote, making it potentially attractive to qualified professionals who can work effectively in international and multicultural environments.
Key Responsibilities
The consultant will be responsible for conducting a comprehensive strategic review of UN CC:Learn. This will include reviewing programme documentation, reports, learning materials, platform and learner data, analyses and available monitoring and evaluation information.
The consultant will assess the programme’s achievements, strengths and limitations while examining the usefulness, demand and potential viability of its learning activities, tools, products and approaches.
Stakeholder engagement will also form an important part of the assignment. The consultant will participate in consultations and interviews with UNITAR staff, partners, external stakeholders and potential future collaborators.
Another major responsibility will be identifying promising components that could be scaled up, replicated, institutionalized or integrated into sustainable programme models.
The consultant will also explore opportunities involving partnerships, digital delivery, policy linkages, sponsorship, co-financing, institutional integration and cost recovery.
Transition Assessment and Deliverables
Beyond the strategic review, the consultant will develop practical recommendations for the next phase of UN CC:Learn.
The assessment will consider enabling conditions, risks, partnerships, governance arrangements, capacities and resources required for future development. It will also examine opportunities for resource mobilization, paid services and sponsored access.
The expected deliverables will be completed between October and December 2026. Initial consultations and screening are expected by 10 October 2026, followed by an annotated report outline by 31 October.
By 30 November 2026, the consultant is expected to submit a draft report and draft transition proposal or investment-case outline. The final strategic review report and prioritized recommendations are expected by 20 December 2026.
Who Can Apply?
This consultancy is aimed at experienced professionals rather than entry-level applicants.
Candidates should have an advanced university degree, preferably at Master’s level or equivalent, in fields such as international relations, public policy, business administration, management, development studies, environmental studies, climate change, sustainability or another related discipline.
Applicants should also have at least seven years of relevant professional experience in areas such as strategic reviews, evaluations, feasibility assessments, programme design, organizational learning, strategy development, business development or service model development.
Experience with climate change, sustainability, capacity development, training, learning or international cooperation will be particularly valuable.
Candidates should also demonstrate strong analytical, research and writing abilities, together with experience in qualitative and quantitative methods, stakeholder interviews, evidence synthesis and strategic assessment.
Experience in partnership development, resource mobilization, cost recovery, co-financing or financially sustainable programme models would be an advantage.
Additional Experience That Could Strengthen an Application
UNITAR indicates that experience with hybrid public-good and cost-recovery models, institutional service offerings, organizational transition, change management and transition roadmaps would be highly desirable.
Familiarity with the UN system, multilateral organizations and multi-stakeholder partnerships could also strengthen a candidate’s profile.
Excellent communication, planning, teamwork, professionalism and accountability are expected, along with complete fluency in spoken and written English.
Contract and Application Deadline
The opportunity is offered as a Consultant/Individual Contractor assignment with a stated duration of approximately 1–3 months. Although the work is spread across roughly three months, UNITAR indicates that the assignment is expected to cover approximately one month of actual work.
The position is home-based/remote, and consultants are responsible for their own applicable taxes and duties. UNITAR does not provide or arrange life or health insurance coverage for consultants.
