About the Long-Term Agreement
The LTA is being established to give UNICEF rapid access to senior experts when specialized support is required. Potential assignments may cover climate finance, resource mobilization, climate partnerships, climate adaptation and resilience, advocacy, strategic positioning, fundraising, strategic communications, policy analysis, and capacity building.
Consultants selected under the LTA may subsequently receive individual contracts for specific assignments based on UNICEF’s requirements and their availability.
The agreement itself does not guarantee work. Consultants will be approached when relevant assignments become available.
Category 1: Senior Climate Finance and Resource Mobilization Expert
The first category is intended for professionals with extensive experience in climate finance and resource mobilization. The consultant will provide strategic and technical advice to help strengthen UNICEF’s climate finance positioning, financing approaches, partnerships, and resource mobilization efforts.
Potential assignments may include developing investment cases and funding proposals, identifying financing opportunities, conducting research and analysis, supporting donor and investor engagement, and preparing strategic documents, presentations, reports, and briefing materials.
Applicants must have an advanced university degree in areas such as finance, economics, climate finance, environmental management, public policy, sustainable development, or international development.
A first-level university degree combined with additional relevant experience may be accepted instead.
Candidates must have at least 20 years of progressively responsible professional experience in climate finance, sustainable finance, international development finance, blended finance, resource mobilization, or related fields.
Experience working with climate funds, multilateral development banks, bilateral donors, development finance institutions, philanthropic organizations, investors, or private-sector partners is required.
Knowledge of international climate finance architecture, blended finance, innovative financing approaches, and public-private financing models is also important.
Category 2: Senior Climate Adaptation Partnerships and Advocacy Expert
The second category focuses on climate adaptation, resilience, partnerships, advocacy, policy engagement, and strategic positioning.
Potential assignments may involve supporting climate-related policy engagement, international climate processes, advocacy initiatives, stakeholder consultations, thought leadership, and strategic partnerships.
Applicants should have an advanced university degree in climate, environmental sciences, water resources management, engineering, public policy, sustainable development, international development, or a related discipline.
A first-level degree combined with additional relevant experience may be accepted.
Candidates must have at least 15 years of progressively responsible experience in climate adaptation, resilience, climate policy, environmental programmes, climate partnerships, advocacy, or related areas.
Experience supporting climate-resilient development, policy development, strategic positioning, and advocacy is expected. Knowledge of international climate processes and experience engaging with governments, international organizations, civil society, foundations, and private-sector organizations will be an advantage.
General Skills and Language Requirements
Across both categories, UNICEF is looking for senior professionals with strong strategic thinking, research, analytical, communication, facilitation, and stakeholder engagement skills.
Consultants should be able to work independently and produce high-quality technical and strategic materials for senior audiences.
Fluency in written and spoken English is required, while knowledge of another UN language is an asset.
Remote Work and Duration
The consultancy is home-based and can be performed remotely from anywhere in the world. Although Geneva is listed as the duty station in the vacancy system, the assignment is described as home-based.
The LTA will run for three years, subject to satisfactory performance evaluations and UNICEF’s continuing need for the services.
No official travel is currently envisaged. If travel becomes necessary for a specific meeting or event, arrangements and eligible costs will be agreed separately.
Application Requirements
Applicants must submit four key components:
- A cover letter explaining their suitability.
- An updated Curriculum Vitae.
- At least three relevant work samples for each category applied for.
- A financial proposal using the required UNICEF template.
Candidates may apply for one or both categories. Those applying for both should clearly indicate this in their application and provide the relevant work samples.
Incomplete applications missing any of the required documents may be considered invalid.
How to Apply
Interested professionals should submit their application through the UNICEF recruitment portal and clearly indicate the category or categories for which they wish to be considered.
