UNICEF Gender, Inclusion and Climate Resilience Consultant – Remote Global Opportunity | Apply by 17 September 2026

UNICEF is inviting applications for an experienced Gender, Inclusion, and Climate Resilience Consultant to support its Global Programme Division (GPD) – Climate Resilience for Children. Based in Bangkok, Thailand, with a remote working arrangement, this 11-month consultancy offers an opportunity for a senior international development professional to contribute to research and policy recommendations on climate resilience, gender equality, disability inclusion, and social protection.

The application deadline is 17 September 2026 at 11:55 PM.

About the UNICEF Consultancy

The consultancy focuses on an increasingly important development challenge: how inclusive social protection systems can help women and girls, including women and girls with disabilities, cope with climate-related risks and shocks.

Climate change can intensify existing inequalities, particularly for people who already face economic and social barriers. Through this assignment, UNICEF aims to generate evidence and practical recommendations that can help governments and development partners build gender-responsive, disability-inclusive, and climate-resilient social protection systems.

The work will have a particular focus on Southeast Asia and the Pacific, making regional experience highly valuable for prospective applicants.

Key Responsibilities

The successful consultant will undertake a range of research, analytical, and stakeholder-engagement activities.

A major responsibility will be to review existing evidence concerning the climate vulnerabilities experienced by women and girls and assess the role social protection can play in addressing those vulnerabilities.

The consultant will also conduct stakeholder consultations and analyze academic research, reports, policy documents, and other relevant sources. This will require excellent research, analytical, communication, and consultation skills.

Another key responsibility will be identifying and synthesizing global and regional good practices, with particular attention to Southeast Asia and the Pacific.

The consultant will examine how social protection systems can better respond to climate-related shocks and crises by incorporating gender-responsive and disability-inclusive approaches.

Based on the findings, the consultant will develop evidence-based recommendations and practical guidance to help UNICEF and its partners strengthen social protection systems.

Who Can Apply?

This opportunity is intended for a senior-level professional with at least 10 years of relevant experience.

Applicants must have an advanced university degree in a relevant discipline such as Social Policy, Development Studies, Gender Studies, Development Economics, Public Policy, Climate Change, Environmental Studies, Social Sciences, or another related field.

Candidates must demonstrate at least 10 years of progressively responsible professional experience in social protection, climate resilience, climate change adaptation, disaster risk management, or related areas of international development.

Experience conducting policy analysis, evidence synthesis, research, and developing knowledge products related to social protection, climate resilience, and gender equality is required.

Experience working on gender and disability intersectionality will be considered an advantage.

Candidates should also have experience designing capacity-building frameworks, training curricula, learning materials, and facilitation resources for diverse audiences.

Importantly, applicants need at least two years of professional experience in Southeast Asia.

Skills Required

The successful candidate should have strong technical expertise in social protection systems, including adaptive and shock-responsive social protection.

A strong understanding of the connections between climate change, gender equality, disability inclusion, resilience, and social protection is essential.

UNICEF is also seeking someone who can apply gender-responsive, disability-inclusive, and intersectional approaches across policy, programming, research, and capacity development.

Strong analytical and synthesis abilities are important because the consultant will be expected to turn complex evidence into practical recommendations, guidance, and learning resources.

Excellent writing, editing, communication, stakeholder engagement, and facilitation skills are also required.

Fluency in English is mandatory, while working knowledge of a Southeast Asian language is an advantage.

Why Consider This UNICEF Opportunity?

This consultancy offers an opportunity to contribute to international development work addressing some of the world’s most pressing challenges.

The successful consultant will work at the intersection of climate resilience, gender equality, disability inclusion, social protection, and children’s rights. The findings and recommendations produced through the assignment could help inform policies and programmes designed to better protect vulnerable populations from climate-related shocks.

Professionals with substantial experience in social protection, climate adaptation, gender equality, disability inclusion, research, policy analysis, and capacity development may find this opportunity particularly relevant.
