Call For Applications: UNICEF Seeks Gender Equality and Accountability Consultant – 3.5-Month Remote Opportunity

The United Nations Children’s Fund (UNICEF) is seeking applications from qualified international consultants for the position of Gender Equality and Accountability to Affected Populations (AAP) Programmatic Review Consultant. This home-based consultancy opportunity is open to experienced gender equality, research, and humanitarian professionals who want to contribute to strengthening gender-responsive programming and accountability systems.

The consultant will support the UNICEF Lebanon Country Office in conducting a Gender Equality and AAP Programmatic Review to improve programme planning and ensure alignment with UNICEF’s Gender Equality Action Plan (UGEAP) 2026–2029 and Strategic Plan 2026–2029.

This is a 3.5-month individual consultancy contract based in Beirut, Lebanon, with a home-based working arrangement.

Overview of the Consultancy Role

The Gender Equality and AAP Programmatic Review Consultant will provide technical support to UNICEF Lebanon by assessing current programming approaches and identifying opportunities to strengthen gender equality and accountability practices.

The consultancy will contribute to shaping UNICEF Lebanon’s future country programme planning for 2028–2032 by reviewing existing systems, identifying gaps, and providing recommendations aligned with global UNICEF frameworks.

The consultant will assess how programmes can better address gender equality outcomes while strengthening feedback mechanisms and participation of affected populations.

Key Responsibilities

The consultant will be responsible for:

  • Supporting the implementation of the Gender Equality and AAP Programmatic Review in UNICEF Lebanon.
  • Conducting assessments of gender equality programming and accountability approaches.
  • Reviewing existing programme strategies, systems, and practices.
  • Identifying gaps and opportunities for stronger gender-responsive programming.
  • Providing evidence-based recommendations for future programme planning.
  • Supporting alignment with UNICEF’s Gender Equality Action Plan 2026–2029.
  • Assessing accountability mechanisms and community feedback systems.
  • Engaging with relevant stakeholders and UNICEF teams.
  • Producing analytical reports and technical recommendations.

Required Qualifications and Experience

Applicants should have strong technical expertise in gender equality, research, and humanitarian programming.

Minimum requirements include:

  • A Master’s degree in gender studies, sociology, anthropology, or a related field.
  • At least 8 years of professional experience in gender equality, research, assessments, or programme reviews.
  • Strong experience supporting gender equality and AAP assessments.
  • Knowledge of social change approaches and inclusive programming.
  • Experience designing and evaluating gender-responsive programmes.
  • Strong analytical skills, particularly in gender equality programme assessment.
  • Experience working with UNICEF or another UN agency is an advantage.
  • Excellent written and verbal communication skills.

Language Requirements

Applicants must have:

  • Fluency in English.
  • Arabic language skills are considered an asset.

Preferred Skills and Expertise

Candidates with the following experience will be highly competitive:

  • Experience conducting national-level gender equality reviews.
  • Knowledge of humanitarian accountability standards.
  • Understanding of effective feedback and complaints mechanisms.
  • Experience using evidence to influence programme design.
  • Strong report writing and presentation skills.
  • Experience working in complex humanitarian environments.
