Overview
The Health Information System (HIS) Officer serves as a key member of UNHCR’s Public Health Unit within the Sustainable Responses Service. This role ensures that UNHCR’s public health programs meet global standards, reducing preventable morbidity and mortality among forcibly displaced and stateless populations, while contributing to the Sustainable Development Goals (SDGs).
The incumbent provides technical leadership for the Health Information System, overseeing maintenance, enhancements, capacity building, quality control, and reporting. A primary focus is the District Health Information System version 2 (DHIS2) and fostering collaboration with health NGOs, UN agencies, and donors. The role advances interoperability between UNHCR HIS and national health systems where feasible and supports regional and country operations through capacity-building initiatives.
The officer ensures timely, accurate health data to strengthen the role of UNHCR’s partners in health service delivery, incorporating community consultation and age, gender, and diversity considerations.
Key Responsibilities
- Maintain and enhance UNHCR HIS platforms, including iRHIS, Medical Referral Database, HAUS+, and the Health Facility Assessment Tool, transitioning systems to DHIS2.
- Ensure data quality and integrity through audits, feedback mechanisms, guidance documents, and staff training.
- Provide technical support for data collection, analysis, and reporting to support informed public health decisions.
- Manage UNHCR’s global public health and nutrition databases, promoting routine sharing and utilization of data.
- Support public health surveys, monitoring, and reporting, including the Public Health Annual Survey, National Health System Inclusion Survey, and annual program reviews.
- Coordinate with UNHCR partners, UN agencies, and Ministries of Health to ensure timely and high-quality reporting.
- Strengthen HIS user communities, providing technical assistance, feedback collection, and system optimization.
- Promote interoperability with national health systems and support disaggregated data reporting for refugees and nationals.
- Support public health surveillance, outbreak preparedness, and response initiatives.
- Facilitate multidisciplinary training in public health data use for non-health staff (Programme, Protection, Community Services).
- Ensure compliance with UNHCR data protection policies across all HIS platforms.
- Generate reports, guidelines, training materials, and visibility resources for HQ, regional, and country operations.
- Identify risks and opportunities impacting HIS objectives, providing recommendations to supervisors.
Monitoring and Reporting
- Review and provide feedback on country routine report submissions via HIS platforms.
- Track progress on the transition from iRHIS to DHIS2, ensuring completion of key milestones.
- Monitor partner performance on system configuration, data migration, and legacy tool maintenance.
- Provide timely technical input on deliverables, dashboards, and backend configurations.
- Support internal UNHCR reports and data provision for public health planning and evidence-based decision-making.
Qualifications and Experience
Education:
- University degree in Medicine, Medical Science, Nursing, Public Health, Epidemiology, Statistics, or a related field.
Work Experience:
- Minimum 6 years’ relevant experience with undergraduate degree, 5 years with graduate degree, or 4 years with doctorate.
- Clinical or public health background with epidemiological expertise.
- Experience in low- and middle-income countries with forcibly displaced populations.
- Research experience, including study design, data analysis, and authorship of peer-reviewed publications.
- Expertise in Health Information Systems management, including DHIS2 and community HIS.
Desirable:
- Proficiency in data science tools (Power BI, STATA, SPSS).
- Monitoring and evaluation of health and nutrition programs.
- Capacity-building and mentoring experience in HIS and public health tools.
- Knowledge of cloud-based systems, server environments, and hosting solutions.

- Professional English proficiency; French is an advantage.
