Consultancy Opportunity: Advancing Evidence on Masculinities and Child Marriage in Asia and the Pacific
UNFPA Asia and the Pacific Regional Office (APRO) is recruiting an experienced consultant to lead a multi-country scoping review focused on masculinities and their connection to gender-based violence (GBV) and child, early and forced marriage (CEFM).
This home-based assignment offers a unique opportunity to contribute to regional strategies that challenge harmful gender norms and promote positive, gender-equitable masculinities across Cambodia, Lao PDR, and the Philippines.
Purpose of the Consultancy
The consultancy is designed to strengthen UNFPA’s evidence base and programmatic direction on engaging men and boys in gender-transformative ways. Working within APRO’s GBV and Harmful Practices team, the consultant will support the development of strategic frameworks aimed at preventing GBV and CEFM by addressing harmful masculinities and entrenched social norms.
This role also contributes to a broader regional collaboration with UNICEF EAPRO focused on reducing CEFM in Southeast Asia.
Scope of Work
UNFPA’s Strategic Plan 2026–2029 identifies the transformation of discriminatory gender and social norms as essential for ending harmful practices. Guided by the GBV Technical Advisor and working closely with Country Offices and partners, the consultant will:
- Develop a comprehensive research framework including methodology, data collection tools, and an analytical structure centered on masculinities and harmful norms.
- Support national stakeholders in gathering data ethically and systematically.
- Lead the drafting and finalization of a multi-country scoping review on masculinities and their links to GBV and CEFM across Cambodia, Lao PDR, and the Philippines, offering actionable recommendations for future programming.
Duration and Work Modality
The consultancy spans 80 working days between 15 January and 30 October 2026. The selected consultant will confirm a detailed workplan with the APRO GBV team. The role is fully home-based, with any future travel covered separately under UNFPA procedures.
Deliverables and Payment Structure
The consultant will receive a lump-sum fee corresponding to 80 working days, released in three installments following formal acceptance of each set of deliverables.
- First installment (approx. 25 days): An inception report outlining methodology and tools for the multi-country review, delivered by February 2026; and a desk review report on masculinities and their links to GBV and harmful practices, due by March 2026.
- Second installment (approx. 45 days): A first draft of the scoping study and slide deck presented in a webinar with UNFPA offices and partners, due by June 2026; and a final version of the scoping review with a presentation summarizing key findings and recommendations, due by August 2026.
- Final installment (approx. 10 days): Technical support to Country Offices in Cambodia, Lao PDR, and the Philippines to help translate findings into country-level guidance and interventions, due by October 2026.

Monitoring and Supervision
Progress will be monitored through a mutually agreed work plan and tracking schedule. The consultant will work under the supervision of APRO’s GBV Technical Specialist and coordinate closely with Gender/GBV focal points in participating Country Offices and partners such as UNICEF EAPRO.
Required Qualifications
The ideal candidate brings a master’s degree in Gender Studies, Sociology, Demography, or a related social science, along with at least 15 years of experience in social norms change, masculinities, and gender-transformative programming. A strong research background, experience addressing child marriage, and familiarity with the Asian regional context are essential. Excellent analytical writing, coordination, facilitation, and communication skills in English are required.
