What Will the Consultant Do?
The consultant will provide technical expertise to UNFPA country offices, partners and frontline responders working on TFGBV.
Responsibilities include developing tools, standard operating procedures and guidelines that help frontline service providers integrate TFGBV into their existing practices. The consultant will also help establish survivor-centred response services, secure referral pathways, confidential case intake processes and ethical approaches to sensitive data collection.
Another important responsibility will be facilitating knowledge-sharing activities between relevant stakeholders. This includes government institutions, UN agencies, development partners, civil society organizations, women-led organizations, community networks and frontline actors.

Training will be a major component of the assignment. The successful candidate will contextualize and roll out TFGBV guidance and training resources and facilitate Training of Trainers (ToT) activities focused on online harm and digital security.
Expected Deliverables
The consultancy includes a range of practical deliverables. These include at least three tools, SOPs or guidelines for frontline responders, reports from knowledge-sharing webinars and stakeholder consultations, and a strategic brief documenting lessons learned and emerging trends.
The consultant will also be expected to review at least three laws or policies related to TFGBV and develop culturally appropriate prevention knowledge products.
Additional deliverables include rolling out TFGBV guidance in at least two country contexts, conducting a Training of Trainers programme for approximately 30 participants, supporting the TFGBV Response Hub and contributing to the operationalization of a survivor-centred rapid-response system.
Who Can Apply?
UNFPA is seeking a highly experienced professional with a Master’s degree in public administration, health, social work, political science, gender studies, human rights and AI policy, technology or a related discipline.
Applicants should have at least five years of relevant professional experience, including demonstrated experience in GBV, SRHR or TFGBV programming, content development and/or training design.
Strong candidates should understand GBV guiding principles, survivor-centred response and safety-by-design approaches. Practical experience providing remote or digital support to survivors of online violence is particularly relevant.
Experience with digital support services, online helplines, digital response mechanisms, survivor support services, research, situational analysis and sensitive-data protection will also be valuable.
Candidates should have experience developing training materials, facilitating workshops and webinars, and adapting programmes for culturally and linguistically diverse audiences.
Experience working with local civil society organizations, women-led organizations, community networks and frontline actors in humanitarian or conflict-affected settings is also desirable. Previous experience with the UN system is an advantage.
Fluency in English, both written and spoken, is required.
