2. Consultant Expert on Technology-Facilitated Gender-Based Violence
UNFPA’s Asia and Pacific Regional Office is seeking a consultant to strengthen programming addressing technology-facilitated gender-based violence (TFGBV) across the region.
The consultant will support prevention and survivor-centred responses to online and technology-facilitated violence. Responsibilities include developing tools, standard operating procedures and guidelines for frontline responders, strengthening referral pathways, supporting confidential case intake and helping improve digital response mechanisms.
The role will also involve developing prevention materials, reviewing relevant laws and policies, facilitating stakeholder consultations and Training of Trainers programmes, and supporting the TFGBV Response Hub.
Applicants should have a master’s degree or equivalent advanced qualification in areas such as public administration, health, social work, political science, gender studies, human rights, AI policy, technology or a related field.

3. Consultant to Document Successful Programming Approaches on Harmful Practices
UNFPA is looking for an experienced consultant to document successful programming approaches addressing harmful practices, particularly child marriage and female genital mutilation.
The consultant will analyze and synthesize regional evidence on changing social norms and develop seven strategic knowledge products and advocacy briefs highlighting UNFPA-supported approaches, impacts and lessons learned.
Areas of work will include adaptive management, long-term investment, evidence-based approaches to ending FGM, UNFPA’s comparative advantage, drivers of child marriage and the relationship between pronatalism and child, early and forced marriage.
The consultant will also support at least four countries in measuring social norms change through the development and rollout of a harmonized measurement tool.
Applicants should have an advanced degree such as a master’s or PhD in gender studies, sociology, human rights, public health, international development or a related field.

4. Consultant on FGM Evidence-Based Advocacy and Accountability
The fourth UNFPA consultancy focuses on female genital mutilation/cutting (FGM/C), evidence-based advocacy and accountability across the Asia-Pacific region.
The consultant will translate research findings, empirical data and legal and policy analysis into advocacy messages, policy briefs and technical materials.
Responsibilities include mapping civil society organizations working on FGM/C, developing tracking mechanisms, monitoring institutional commitments and legal compliance, synthesizing regional research and datasets, and supporting strategic dialogues and peer-learning opportunities.
The consultant will also help strengthen knowledge management and movement building among civil society organizations, youth leaders, national stakeholders and UNFPA country offices.
