UNFPA Home-Based Consultancy on FGM Evidence-Based Advocacy and Accountability 2026–2027
The United Nations Population Fund (UNFPA) is inviting applications for a Consultant on FGM Evidence-Based Advocacy and Accountability, a home-based international consultancy running from September 2026 to June 2027. The opportunity is designed for an experienced professional with a strong background in public health, human rights, gender studies, international relations, social sciences, research, advocacy, or related fields.
The consultancy provides an opportunity to contribute to regional efforts to strengthen accountability and evidence-based advocacy on Female Genital Mutilation/Cutting (FGM/C) and harmful practices across Asia and the Asia-Pacific region.
UNFPA FGM Consultancy 2026–2027
The selected consultant will support UNFPA’s Asia and the Pacific Regional Office in translating research, data, legal analysis and evidence into practical advocacy products and accountability mechanisms.
The consultancy forms part of the regional programme “Breaking the Silence: Increasing Accountability on Addressing Female Genital Mutilation in South-East Asia,” which is being implemented jointly by UNFPA and UNICEF. The programme seeks to strengthen evidence, support civil society movements and improve accountability toward eliminating FGM/C.
The consultant will work closely with UNFPA country offices, civil society organisations, youth leaders, regional networks and other stakeholders.
One of the key objectives is to bridge the gap between research and action by transforming complex findings into clear policy messages, advocacy briefs, technical notes and other materials that can be used by decision-makers and partners.
Key Responsibilities
The successful candidate will have a wide range of responsibilities throughout the consultancy.
These include developing a mapping of civil society organisations working on FGM/C in the region and supporting the visualisation of this information. The consultant will also help operationalise the Regional FGM Accountability Framework and develop tools for monitoring institutional commitments, human rights reporting and legal compliance.
Another important responsibility will be supporting knowledge exchange. The consultant is expected to coordinate strategic dialogues, webinars and peer-learning opportunities involving UNFPA country offices, the Asia Network to End FGM/C and other partners.
The consultant will also review and synthesise recent research, national datasets and thematic studies relating to FGM/C in Asia. Areas of interest include medicalisation, social norms, disability and legal barriers.
The findings will then be translated into practical advocacy materials for policymakers, regional organisations, healthcare associations, faith-based leaders and other influential stakeholders.
Qualifications and Experience
Applicants are required to have an advanced university degree, such as a Master’s degree or equivalent, in Public Health, Human Rights, International Relations, Gender Studies, Social Sciences or a related discipline.
Professional experience is also important. Candidates should have experience in research synthesis and producing documents such as policy briefs, factsheets or technical reports.
Experience relating to FGM/C, gender-based violence, harmful practices or advocacy is desirable. Previous involvement in coordinating meetings, workshops, networks or multi-stakeholder consultations is also valuable.
Knowledge of the Asia-Pacific region is considered a strong asset. Experience working with the United Nations system, gender programmes or DFAT-funded projects would also strengthen an application.
Previous UNFPA experience is an additional advantage.
Strong written and spoken English is essential because the consultant will be required to transform complex research into concise, accessible and evidence-based communications.
Consultancy Duration and Working Arrangements
This is a home-based consultancy, meaning the selected professional can deliver the services remotely. No travel is expected under the assignment.
The consultancy will cover 80 working days between 28 September 2026 and 15 June 2027. The selected consultant will develop a monthly workplan in consultation with the relevant UNFPA GBV team.
Payment will be made in instalments based on the successful completion and approval of agreed deliverables.
The consultant will report directly to the UNFPA Asia and the Pacific Regional Office GBV Specialist, with overall supervision from the GBV Advisor.
Expected Deliverables
The consultancy includes several major deliverables. These include a regional CSO mapping, a tracking mechanism for institutional commitments and legal compliance, advocacy materials, research synthesis and geo-visualisation.
The consultant will also develop an implementation guide for the Regional Accountability Framework and facilitate at least four strategic dialogues, webinars or peer-learning opportunities.
Additional deliverables include evidence-based advocacy briefs, technical notes, policy messages and materials for advocacy sessions at international and regional platforms.
