The United Nations Development Programme (UNDP) is seeking a Gender and Climate Change Analyst to support the integration of gender equality across the Climate Strategies and Policy Team (CSPT), particularly within the global Climate Promise initiative.
This role contributes directly to helping countries design, enhance, and implement gender-responsive Nationally Determined Contributions (NDCs) and climate policies.
Organizational Context
UNDP serves as the UN’s lead development agency and an integrator for the Sustainable Development Goals (SDGs). Its Global Policy Network (GPN) brings together experts working at country, regional, and global levels to provide technical guidance, advocacy, and evidence-based policy solutions.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) leads policy development and technical support across UNDP’s thematic portfolios. The newly established UNDP Climate Hub builds on a multi-billion-dollar climate portfolio that spans climate mitigation, adaptation, climate finance, and forest governance across more than 140 countries.
It acts as the organization’s center of excellence for climate policy, strategy, global engagement, and integrated support.
The Gender and Climate Change Analyst will join the CSPT to ensure that gender equality is systematically embedded in climate planning, implementation, and monitoring processes.
Key Responsibilities
Project Planning, Coordination and Technical Support
- Support the development and coordination of project workplans, budgets, and gender-related activities in alignment with UNDP’s policies and Gender Equality Strategy.
- Oversee day-to-day implementation of gender mainstreaming activities across climate strategies, ensuring quality and timely delivery.
- Provide technical inputs on gender dimensions of NDCs, Climate Action Plans, Gender Action Plans, and related policy instruments.
- Ensure that all assigned tasks are gender-responsive and meet expected standards, timelines, and budget parameters.
Stakeholder Engagement, Coordination and Partnerships
- Liaise with UNDP Country Offices, government partners, civil society, and technical institutions to foster inclusive and participatory approaches.
- Support mapping of gender–climate stakeholders and strengthen partnerships for collaboration, peer exchange, and shared learning.
- Facilitate engagement with women’s organizations, national gender institutions, and thematic experts to ensure national ownership.
- Assist in organizing consultations, side events, and dialogues related to gender-responsive NDC implementation.
Monitoring, Reporting and Results Management
- Contribute to updating results frameworks and gender indicators for CSPT initiatives.
- Support development of data collection methodologies and reporting processes.
- Review progress reports, identify challenges, and recommend corrective actions.
- Support structured, evidence-based reporting for internal and external audiences.
Knowledge Management and Capacity Building
- Document lessons learned and best practices on integrating gender into climate policies and finance.
- Contribute to training materials, guidance notes, case studies, and toolkits.
- Facilitate virtual and in-person capacity-building workshops with countries and partners.
- Support contributions to global knowledge platforms, communities of practice, and advocacy efforts.
The Analyst may perform additional duties aligned with the functional needs of the Climate Hub.
Institutional Arrangement
The Analyst will report to the Climate Change and Gender Programme Specialist and work as part of the Climate Strategies and Policy Team under the Climate Hub.
Required Qualifications and Experience
Education
- Master’s degree in Sustainable Development, Environmental Management, Social or Political Sciences, Gender, Development Policy, or related fields;
or - Bachelor’s degree with an additional two years of qualifying experience.
Experience
- Minimum 2 years (Master’s) or 4 years (Bachelor’s) of experience in gender mainstreaming within climate change or environmental programming.
- Experience in research, data analysis, and preparation of reports or policy briefs.
- Experience in data quality assurance and meeting facilitation.
- Demonstrated ability to produce concise, user-friendly knowledge products.
Desired Skills
- Experience integrating gender into mitigation and adaptation policies.
- Familiarity with UNFCCC processes, NDCs, and Gender Action Plans.
- Understanding of climate finance and gender-responsive budgeting.
- Experience supporting climate policy processes at national or international levels.
- Experience working with UN agencies or multilateral organizations.
- Ability to produce training materials or toolkits on gender and climate.
- Knowledge of French or Spanish is an asset.
Languages
- Fluency in English required.
- Working knowledge of French or Spanish preferred.
