Within this context, women and girls face disproportionate risks, with gender inequality deeply interwoven into humanitarian needs and response mechanisms.

UN Women has maintained a presence in Afghanistan for over two decades, delivering programmes informed by political, economic, and humanitarian analysis, while prioritising the needs and leadership of Afghan women and girls.

Programme Context

UN Women Afghanistan operates from its country office in Kabul, supported by sub-offices in Balkh, Bamyan, Herat, Kandahar, and Nangarhar. Its work is guided by five strategic programme priorities:

  • Integrated Programming and Localization
  • Women’s Movement Building through Core Grant Making
  • Policy and Research
  • Economic Resilience and Private Sector Engagement
  • Coordination, Access, and Humanitarian Response

Within this framework, the Women’s Civil Society Organizations (WCSO) Programme plays a critical role in safeguarding and strengthening Afghan women’s organisations as essential actors for gender equality, livelihoods, and rights protection. The programme aligns with the United Nations Strategic Framework for Afghanistan (2023–2027) and the UN Women Afghanistan Strategic Note (2023–2027).

Position Summary

Under the direct supervision of the WCSO Programme Manager, the Programme Support Consultant will provide operational and financial support to ensure effective programme delivery, compliance, transparency, and accountability. The consultant will work closely with programme, operations, and sub-office teams within UN Women Afghanistan and relevant regional offices.

This role is essential in supporting sound financial management, partner oversight, and operational coordination in a complex humanitarian setting.

Key Responsibilities

Operational and Financial Support for the WCSO Programme

  • Support oversight of the programme’s annual budget, including expenditure tracking and reconciliation
  • Assist with project and award creation, budget set-up, and mapping between Quantum and RMS systems
  • Generate financial reports using Quantum and coordinate revisions with finance colleagues
  • Provide inputs to financial planning, controls, and delivery monitoring
  • Maintain and update programme financial trackers and provide monthly financial snapshots
  • Prepare financial and operational status reports for programme management and stakeholders
  • Support internal and external audit processes as required

Financial Management Support for WCSO Partners

  • Support processing and tracking of partner disbursements in line with UN Women financial rules
  • Maintain financial trackers for partner instalments and expenditure monitoring
  • Participate in financial verification of partners’ final reports
  • Assist in closing grants, including reconciliation of expenditures and balances
  • Review grantee utilisation plans, supporting documentation, and financial reports for accuracy and relevance
  • Coordinate financial data across partner agreements to support reporting requirements

Capacity Building and Mentorship

  • Provide mentoring and training to WCSO Programme Unit staff on operational and financial management
  • Support strengthening of internal systems related to partner management and compliance
  • Carry out additional operational tasks as requested by the supervisor

Workplace Arrangement and Travel

This is a home-based consultancy providing remote support to the WCSO Programme Unit. The consultant may be required to undertake official travel for trainings or missions, subject to UN Women travel authorisation and policies.

Required Qualifications

Education

  • Master’s degree in Business Administration or a related field
  • A Bachelor’s degree combined with two additional years of qualifying experience may be accepted

Experience

  • Minimum of 2 years’ experience in operations or programme support
  • Proven experience with financial and operational systems
  • Familiarity with ERP systems similar to Quantum
  • Experience working within the UN system is desirable

Technical Skills

  • Strong IT skills, including MS Word, Excel, and PowerPoint
  • Ability to handle confidential information with discretion
  • Strong organisational, negotiation, and problem-solving skills
