Transform Health Health Data Governance Consultant: Remote Consultancy | USD 10,000 Budget | Apply by 21 September 2026

Transform Health is seeking an experienced consultant or organisation to update its health data governance tools and ensure they remain relevant to the rapidly changing digital health and artificial intelligence (AI) environment. The consultancy will focus on strengthening existing resources by incorporating emerging issues such as AI, big data analytics, interoperability and data sovereignty while maintaining a strong focus on equity and human rights.

The assignment will run for three months, from October to December 2026. The proposed budget is approximately USD 10,000, subject to experience and the consultant’s proposal. Interested candidates must apply by 21 September 2026 at 09:00 CET.

About the Transform Health Consultancy

The consultant or organisation will review and update Transform Health’s existing health data governance tools. These include the Health Data Governance Principles, Legislative Blueprint and Implementation Guide, Legislative Assessment Tool and technical support approach.

The work is intended to ensure that these resources remain aligned with recent frameworks, guidance and principles in the rapidly advancing digital health ecosystem.

The consultancy will also consider how AI, big data analytics, interoperability frameworks and data sovereignty affect health data governance. Throughout the assignment, the updated tools must retain an equity and human rights perspective.

Key Responsibilities

The selected consultant will begin by reviewing the existing health data governance tools and assessing them against emerging developments and other governance frameworks.

Key activities will include reviewing previous feedback received on the Health Data Governance Principles and identifying gaps linked to AI, big data analytics, interoperability and data sovereignty.

The consultant will also benchmark Transform Health’s tools against relevant global, regional and national frameworks. These include frameworks and guidance related to AI governance, data protection, health governance and digital transformation.

Another major part of the consultancy will involve stakeholder engagement. The consultant will identify relevant experts and stakeholders, develop a survey and conduct approximately 15 key informant interviews (KIIs). Stakeholders may include regulators, legal experts, civil society organisations, private-sector actors and previous contributors to Transform Health initiatives.

Following the research and consultations, the consultant will update the tools and circulate draft versions for feedback before finalising the documents.

Consultancy Deliverables

The assignment has three major delivery stages.

By 30 October 2026, the consultant is expected to deliver a tool review and gap analysis report, a stakeholder feedback survey and a stakeholder feedback report. The report will synthesise existing feedback, survey responses, approximately 15 KIIs and expert input.

By 15 November 2026, draft updated versions of the Health Data Governance Principles, Legislative Blueprint and Implementation Guide, and Legislative Assessment Tool must be completed. The revised resources should address different types and levels of AI systems, big data, interoperability frameworks and data sovereignty while maintaining an equity and human rights lens.

The technical support approach will also be updated during this stage.

The final deadline is 18 December 2026, when the consultant will be expected to finalise all updated tools and the technical support approach after incorporating feedback.

Who Can Apply?

This consultancy is aimed at experienced professionals with strong regulatory, legislative and policy expertise in digital health, AI and health data governance.

Applicants should have an advanced degree in public health, health policy, law, digital health or a related field. The Terms of Reference also request a proven track record of 10 or more years of experience in health data governance, AI, digital health policy or data protection law.

Experience in drafting and reviewing legislation or regulatory frameworks and tools is particularly relevant. Candidates should also demonstrate expertise in areas such as AI ethics, big data analytics or emerging technologies in health.
