About Tiko
Tiko works across sub-Saharan Africa to help adolescent girls and young women access essential sexual and reproductive health and rights (SRHR) services safely, confidentially and autonomously.
Its programmes currently operate across Kenya, Uganda, South Africa, Rwanda, Ethiopia and Nigeria.
As Tiko expands its direct Sexual and Gender-Based Violence programming, it requires a robust safeguarding framework that can protect survivors throughout their journey—from community and provider-led screening through referrals to health facilities, safe houses, shelters, police stations and courts, as well as reintegration, livelihoods and skills-building.
The successful consultant will therefore need strong knowledge of relevant local legal frameworks, statutory reporting requirements, child protection mandates and juvenile justice systems across the jurisdictions in which Tiko operates.
About the Consultancy
The main objective is to create a highly practical and operational SGBV Survivor Safeguarding Policy and Escalation Protocol.
Rather than focusing primarily on HR safeguarding systems, the assignment will concentrate on technical and programmatic survivor protection. This includes immediate harm response, physical safety, clinical and legal risk mitigation, and prevention of further trauma or revictimisation.
The consultant will establish clear responsibilities, preventive controls and escalation pathways that frontline teams can use during high-risk situations.
Key Areas of Work
High-Risk Emergency Response
The consultant will develop actionable protocols for serious incidents, including:
- Survivor disappearance, runaway situations and kidnapping
- Self-harm and suicide attempts
- Emergencies involving safe houses and shelters
- Perpetrator attacks, stalking and ongoing threats
- Incidents occurring at courts or during judicial transportation
- Prevention of revictimisation and re-traumatisation
- Medical, reporting, emergency coordination and chain-of-custody considerations
The protocols should clearly explain what needs to happen immediately and who is responsible for each stage of the response.
Age-Differentiated Safeguarding
A detailed roles and responsibilities matrix will be developed for different survivor age groups.
For minors aged 15–17, the framework will address mandatory statutory reporting, legal guardianship, emergency SRHR consent considerations and juvenile court safety.
For young adults aged 18–24, protocols will recognise legal autonomy, informed consent and self-determined protection planning.
Escalation Pathways and Frontline Tools
The consultancy will also adapt existing safeguarding and SEAH reporting channels into practical SGBV escalation pathways.
These systems are expected to establish step-by-step workflows, immediate response windows such as 0–2 hours and 24 hours, case transfer procedures and clear technical responsibilities for roles including case managers, safe-house leads, transport escorts and legal navigators.
The final frontline tools will provide practical guidance for mobilisers, community-based organisation case managers, safe-house personnel and transport escorts.

The consultant will be expected to produce five major deliverables:
- Inception Report and Gap Audit – Review existing safeguarding and SEAH pathways and identify risks across SGBV programme touchpoints.
- Bespoke SGBV Survivor Protection Policy – Develop a comprehensive technical policy focused on programmatic survivor protection.
- High-Risk Incident SOP Manual – Provide detailed procedures for critical SGBV incidents and emergencies.
- Technical Escalation and Roles Matrix – Establish clear escalation and accountability pathways by survivor age group.
- Frontline Technical Tools – Create practical emergency reference guides for frontline teams.
Who Can Apply?
Tiko is looking for consultants with advanced expertise in SGBV programming, child protection, young adult safeguarding, trauma-informed care and SRHR legal frameworks.
Applicants should have a proven track record developing technical crisis protocols, including safe-house management, transit security, self-harm or suicide response and statutory reporting procedures.
Extensive operational experience across sub-Saharan Africa, particularly within decentralised partner networks and community-based organisations, is highly relevant.
Consultancy Timeline
The planned assignment begins with contract award and inception on 25 September 2026. The inception report and gap audit are expected by 9 October, while the first drafts of the safeguarding policy and high-risk incident SOP manual are due by 23 October 2026.
The escalation matrix and frontline tools are expected by 6 November, with final sign-off and handover scheduled for 13 November 2026.
