The Nature Conservancy (TNC) is seeking an Angola Government Relations Advisor to help advance one of Africa’s most ambitious conservation and climate agendas.
This full-time, Luanda-based role sits at the intersection of policy, conservation science, and community engagement, supporting TNC’s expanding work across Angola’s freshwater, terrestrial, and marine landscapes.

What This Role Will Achieve
The Angola Government Relations Advisor plays a central role in shaping and advancing TNC’s engagement with the Government of Angola. Working closely with the Country Director and TNC’s Africa External Affairs team, the advisor will build relationships with key ministries, facilitate policy dialogue, and help unlock sustainable finance mechanisms that support conservation and climate action.
This position is designed for a politically connected, collaborative professional who understands Angola’s development landscape and can navigate both national priorities and global conservation strategies.
Key Responsibilities
The advisor will serve as a subject matter expert on natural resource management, sustainable energy development, and the policy frameworks that govern Angola’s environmental ambitions. Core responsibilities include cultivating relationships with decision-makers, guiding TNC’s engagement with government on sustainable finance, and ensuring alignment between national priorities and TNC’s conservation programs.
The role requires identifying relevant ministries and stakeholder groups, supporting high-level negotiations, coordinating with regional and global conservation teams, and documenting policy engagements. The advisor will also foster relationships with development partners, contribute to marine and terrestrial conservation initiatives, help secure funding for renewable energy and ecosystem protection projects, and participate in shaping long-term fundraising strategies.
Leadership, Strategy, and Impact
Operating in a cross-disciplinary, matrixed environment, the advisor will collaborate with teams working on freshwater, ocean conservation, energy, community-led resource management, and Indigenous Peoples and Local Communities programs.
They may manage staff, support professional development, and help ensure that TNC’s conservation strategies in Angola are built on scientific evidence and strong partnerships. The role often involves decision-making in complex environments and may include field visits in challenging conditions.
Qualifications
Candidates should hold a BA or BS degree and bring at least seven years of experience in conservation practice, environmental policy, or a related field. Fluency in Portuguese and English is essential, along with strong analytical, negotiation, and project management skills.
Experience supervising teams, managing partnerships, and delivering complex projects is required. A deep understanding of national priorities and government processes will be vital for success. TNC prefers candidates with a master’s degree and additional experience in government relations or corporate engagement.
