Why Technology-Facilitated Gender-Based Violence Matters

As digital technologies, artificial intelligence (AI), and data-driven systems become increasingly integrated into everyday life, new forms of violence against women and girls continue to emerge. While technology has created opportunities for innovation, advocacy, and social transformation, it has also amplified harmful practices that disproportionately affect women and marginalized communities.

Technology-Facilitated Gender-Based Violence (TFGBV) has become one of the most pressing challenges in the digital age. Women human rights defenders, activists, journalists, political leaders, and ordinary women are increasingly exposed to online harassment, cyberstalking, digital surveillance, doxxing, non-consensual sharing of intimate content, and AI-generated abuses such as deepfakes.

Recognizing the urgency of this issue, the African Women’s Development and Communication Network (FEMNET) is seeking a consultant to develop a policy brief that will strengthen advocacy and policy responses across Africa.

Purpose of the Consultancy

Under its ACT Programme, FEMNET recently convened a Teach-in Session on Feminist Digital Resistance. The session explored critical issues related to:

• Technology-Facilitated Gender-Based Violence.
• Data justice.
• AI-driven harms.
• Feminist responses to emerging digital threats.

The selected consultant will transform the knowledge generated during this convening into a concise, evidence-based policy brief that supports advocacy efforts and informs decision-makers.

Key Responsibilities

The consultant will play a central role in documenting and synthesizing insights from the Teach-in Session while connecting those findings to broader policy frameworks and existing research.

Responsibilities include:

• Participating in the online Teach-in Session and related meetings.
• Capturing key feminist perspectives and recommendations.
• Reviewing relevant literature and policy frameworks.
• Conducting analysis on TFGBV, AI, and data governance.
• Drafting a concise 2–4-page policy brief.
• Developing actionable recommendations for stakeholders.
• Revising and finalizing the document based on feedback.

Expected Deliverables

The consultancy will produce practical advocacy resources that can influence policy conversations across Africa.

Deliverables include:

• A synthesis note summarizing key discussions and recommendations from the Teach-in Session.
• A final feminist policy brief on Technology-Facilitated Gender-Based Violence.
• Editable Word and PDF versions of the completed brief.
• Incorporation of all feedback provided by FEMNET.

Ideal Candidate Profile

FEMNET is looking for a consultant with strong expertise in gender justice, digital rights, and policy development.

Preferred qualifications include:

• An advanced degree in gender studies, law, public policy, human rights, social sciences, or a related field.
• Demonstrated experience developing policy briefs and advocacy documents.
• Deep understanding of gender-based violence and feminist analysis.
• Expertise in Technology-Facilitated Gender-Based Violence.
• Knowledge of AI-related harms and data justice issues.
• Experience working with feminist networks, civil society organizations, or international NGOs.
• Familiarity with African Union frameworks and regional policy processes.
• Exceptional analytical, research, and writing skills.

The consultancy covers approximately seven working days, including review and revision processes.
