Catholic Relief Services (CRS) is seeking an experienced Technical Advisor III, Development Finance for Water and Environment to provide technical leadership in designing innovative financing solutions that support water security, environmental sustainability, climate resilience, and nature-based solutions.

This full-time remote opportunity is open to candidates based in the United States or El Salvador, with the possibility of supporting CRS programmes globally.

About the Technical Advisor III Role

The Technical Advisor III, Development Finance for Water and Environment will support CRS’s Innovative Finance Unit by developing and implementing financing strategies that mobilise capital for environmental and water-related programmes.

The role will provide technical expertise to country, regional, and global teams while helping integrate development finance approaches into programme design, funding proposals, and implementation strategies.

Key Responsibilities

Technical Leadership

The Technical Advisor will:

  • Develop innovative finance strategies, tools, and standards for water and environmental programmes.
  • Provide technical guidance on financing mechanisms and partnership models.
  • Support country and global teams in applying sustainable financing approaches.
  • Serve as a technical resource for development finance within water and environmental programming.
  • Strengthen programme quality through evidence-based financial solutions.

Programme Support

Responsibilities include:

  • Supporting strategic funding opportunities and complex proposals.
  • Advising teams on innovative financing approaches.
  • Identifying partnerships with donors, investors, development banks, and private-sector organisations.
  • Supporting the Somos Rio Lempa Programme in El Salvador by helping attract co-investment for water supply, wastewater management, irrigation modernisation, regenerative agriculture, and nature-based solutions.

Partnerships and Resource Mobilisation

The role will also:

  • Build relationships with development finance institutions and investors.
  • Support training, mentoring, and knowledge-sharing activities.
  • Document lessons learned and best practices.
  • Represent CRS at global and regional forums related to innovative finance and environmental programming.

Required Qualifications and Experience

CRS is seeking a senior professional with extensive experience in development finance, environmental programming, and partnership development.

Applicants should have:

  • A bachelor’s degree in natural resources, environment, engineering, or a related field.
  • At least 10 years of experience managing complex programmes.
  • Experience working with donors, governments, private-sector partners, and financial institutions.
  • Experience with water security and environmental development projects.
  • Experience working across regions such as:
    • Africa
    • Asia
    • Latin America
    • Middle East

Candidates should have a proven record of:

  • Mobilising financial resources.
  • Building strategic partnerships.
  • Developing sustainable financing models.
  • Working with international donors and development institutions.

Preferred Qualifications
