For this potential South Sudan project, MAGENTA is preparing to develop a Communication Strategy and Action Plan supporting national tax reforms. The Tax Administration Expert will provide the technical expertise necessary to ensure that communications around tax reform are accurate, credible and aligned with good revenue administration practices.
About the Tax Administration Expert Consultancy
The consultant will provide technical guidance on tax reform, tax compliance and revenue administration while working closely with the project’s Team Leader and Strategic Communications Expert.
The position is home-based, although the successful consultant may be required to travel to Juba for consultations, validation workshops and other important stages of the assignment.
The anticipated start date is October 2026, subject to the project receiving funding and being formally awarded.
The consultancy is expected to last six months, with a level of effort of up to 30 working days.
The position is structured as a Deliverable-Based Agreement, with remuneration based on an agreed daily rate determined by the consultant’s qualifications and experience.
Key Responsibilities
The Tax Administration Expert will provide technical advice on South Sudan’s tax administration and revenue reform environment.
Key responsibilities include reviewing the revenue authority’s strategic plan and broader reform programme and helping the project team understand the technical context surrounding tax reform.
The consultant will also ensure that communications about important areas of tax administration are technically accurate. These include voluntary compliance, taxpayer rights and obligations, integrity and anti-corruption, risk-based audits and modernisation.
Another major responsibility will involve helping the team understand different taxpayer groups and their compliance behaviours. This knowledge will contribute to effective stakeholder segmentation and communication planning.
The consultant will review the draft Communication Strategy to ensure technical accuracy and alignment with recognised good practices in revenue administration.
They will also participate in validation activities and provide technical input and sign-off on the final strategy.
In addition to these deliverables, the expert will attend regular project meetings and deliver presentations to the client when required.
Who Can Apply?
This is a senior-level consultancy and requires substantial professional experience.
Applicants should have a bachelor’s degree in public finance, taxation, economics or a related field.
The position requires a minimum of 10 years of professional experience in areas such as:
- Tax administration
- Tax compliance
- Revenue administration
- Tax reform
- Public finance
Candidates should also have substantial knowledge of voluntary compliance and revenue governance reform.
Familiarity with South Sudan’s taxation system and ongoing reforms is highly desirable.
Experience supporting tax or customs reforms within the East African Community (EAC) or similar regional integration initiatives would be an advantage.
Language and Other Requirements
Excellent written and spoken English is required.
Candidates should also have strong software skills, including proficiency with Office 365.
Because the assignment involves working with governments, clients, partners and other stakeholders in a complex environment, applicants should demonstrate strong interpersonal and communication skills.
The ability to work respectfully and effectively with diverse stakeholders is particularly important.
South Sudanese nationals are preferred, while previous experience working in South Sudan and/or the East African Community is highly desirable.
Remote Work and Potential Travel
One of the key features of this opportunity is the home-based working arrangement.
However, candidates should be prepared for possible travel to Juba, South Sudan, particularly during consultations and validation activities.
Therefore, while the position is primarily remote, it should not be considered a fully location-independent consultancy.
