- The West Bank, including East Jerusalem

Purpose of the Logistics Consultancy
As the organization has expanded its humanitarian operations, MAP now seeks a consultant to develop and implement standardized logistics policies, procedures, and systems.
The consultancy will focus on strengthening logistics operations while excluding procurement activities. The selected expert will help ensure that logistics systems are:
- Efficient and scalable
- Compliant with humanitarian standards
- Suitable for medical supply chains
- Supportive of MAP’s operational growth
The consultant will also play a key role in training staff and strengthening logistics capacity across field offices.
Key Responsibilities of the Consultant
The Logistics Systems and Training Consultant will support MAP in three primary areas: logistics systems development, training and capacity building, and quality assurance.
1. Logistics Policy and Systems Development
A major part of the consultancy involves creating standardized logistics policies and procedures. These systems will help improve transparency, efficiency, and accountability across the organization.
The consultant will develop policies and SOPs covering areas such as:
- Warehousing and cold chain management for medical supplies
- Inventory control and stock tracking
- Fleet management and vehicle maintenance systems
- Transport management for medical supply movement
- Asset tracking and management
- Import and export procedures, including customs clearance
- Logistics documentation and audit readiness
The systems must align with international health and humanitarian standards, including relevant WHO guidelines and Good Manufacturing Practice (GMP) requirements.
Additionally, the consultant will develop logistics procedures for WHO Emergency Medical Team specialized care deployments, particularly in rehabilitation services.
Training and Capacity Building
Another key objective of the consultancy is strengthening the logistics knowledge and skills of MAP staff.
The consultant will conduct assessments to identify training gaps across different offices and operational contexts. Based on these assessments, the consultant will develop structured learning programs and training materials.
Training activities will include:
- Developing logistics competency frameworks
- Designing learning and development programs
- Creating training manuals and tools
- Delivering workshops and coaching sessions
These training sessions will be delivered to logistics, operations, and program teams working in:
- Lebanon
- Gaza
- The West Bank
Staff will receive specialized training in areas such as medical warehousing, cold chain management, and cross-border logistics operations.
Quality Assurance and Compliance
The consultant will also help ensure that logistics systems are implemented effectively across MAP operations.
This includes monitoring field implementation of logistics procedures and identifying areas for improvement. The consultant will collaborate closely with operations teams and monitoring units to develop Key Performance Indicators (KPIs) and reporting tools.
Key tasks include:
- Developing performance metrics for logistics operations
- Creating a logistics dashboard for organization-wide reporting
- Ensuring alignment between logistics and procurement systems
These measures will help MAP maintain high operational standards while supporting efficient humanitarian response.
Expected Deliverables
Throughout the consultancy, several important deliverables will be produced to strengthen MAP’s logistics framework.
Key outputs include:
- A logistics gap analysis comparing current practices with industry standards
- An organizational logistics policy
- Detailed manuals and SOPs for:
- Warehouse and stock management
- Fleet management
- Transport and customs procedures
- Asset management
- Facility management
- Logistics SOPs for WHO Emergency Medical Team deployments
- Staff training sessions on all developed systems
- A logistics KPI dashboard for reporting and monitoring
All documentation must be delivered in both English and Arabic and formatted according to MAP brand guidelines.
Consultancy Duration and Location
The consultancy is expected to begin immediately and will run for a maximum period of 18 months.
The consultant may be based in any location but must have appropriate legal and tax registration where they operate. The role also requires the ability to travel to key operational areas, including:
- Lebanon
- Gaza
- The West Bank
