The Syria Justice and Accountability Centre is seeking a Physical Security Consultant to support the development and strengthening of its security framework for staff working in and traveling to Syria. This remote consultancy provides an opportunity for experienced security professionals to contribute to the safety of human rights practitioners operating in complex and high-risk environments.

The consultant will review existing security policies, assess staff concerns, and update security procedures to reflect the evolving operational context in Syria.

About the Syria Justice and Accountability Centre

Founded in 2012, the Syria Justice and Accountability Centre (SJAC) is a nonprofit organization dedicated to promoting justice and accountability for crimes committed during the Syrian conflict.

The organization works to:

Overview of the Consultancy Role

The Physical Security Consultant will be responsible for reviewing and updating SJAC’s physical security policy. The updated framework will help ensure that team members working in or traveling to Syria can operate safely and effectively.

The consultant will work under the supervision of SJAC’s Legal Director and collaborate with internal teams to identify key security challenges. Based on research and consultations, the consultant will revise the organization’s policies and deliver a training session to help team leaders implement the new guidelines.

The final security policy will include guidance for:

  • Daily operational activities
  • Staff travel to and within Syria
  • Crisis management procedures
  • Standard operating procedures (SOPs)

Key Responsibilities

The consultancy involves several core tasks aimed at strengthening organizational security practices.

Policy Review and Research

The consultant will begin by reviewing SJAC’s existing policies and internal documentation.

Responsibilities include:

  • Conducting a desk review of current security policies
  • Analyzing findings from the organization’s most recent staff survey on security concerns
  • Assessing existing risk mitigation measures

This process will help identify gaps and areas requiring improvement.

Stakeholder Interviews and Security Assessment

To gain a deeper understanding of operational realities, the consultant will conduct follow-up interviews with key staff members.

Key activities include:

  • Drafting interview questions for targeted consultations
  • Engaging with team leaders and staff members
  • Gathering insights on field operations, travel risks, and security procedures

The information gathered will inform the development of a comprehensive and updated security policy.

Policy Development and Crisis Management Framework

Based on the research and consultations, the consultant will draft a revised Physical Security Policy for SJAC.

The updated policy will:

  • Reflect current security conditions in Syria
  • Include clear operational guidelines for staff
  • Establish crisis management procedures
  • Provide detailed standard operating procedures (SOPs)

This policy will help ensure consistent safety practices across the organization.

Training for Team Leaders

After the policy has been updated, the consultant will deliver a training session for SJAC team leaders.

The training will:

  • Explain the key components of the new security policy
  • Provide guidance on implementing the procedures
  • Outline next steps for integrating the policy into daily operations

The training session will last approximately three to four hours.

Required Skills and Qualifications

The Syria Justice and Accountability Centre is looking for candidates with strong experience in NGO safety and security management.

Key requirements include:

  • A relevant postgraduate degree or equivalent professional experience
  • At least five years of experience in NGO safety, security management, or training
  • Strong written and verbal communication skills in English
  • Knowledge of Arabic is considered an advantage

Additional desirable experience includes:

  • Working with victims of human rights violations
  • Supporting organizations operating in the Middle East and North Africa (MENA) region
  • Strong understanding of the Syrian operational context

The consultant is also expected to apply a gender-sensitive approach in developing security policies and procedures.
