Legal Action Worldwide (LAW) is seeking an experienced consultant or organization to provide technical support for the establishment and strengthening of women-led survivor networks in Sudan and Chad. This remote consultancy is part of LAW’s EU-funded program, “Enhanced Community Engagement of Sudanese Women and Girls for Justice and Sustainable Peace,” which focuses on strengthening access to justice for victims and survivors of human rights violations, particularly conflict-related sexual violence.

The organization works directly with survivors and communities to enhance access to justice while building the capacity of justice institutions to respond effectively. LAW implements strategic litigation and accountability initiatives across 18 countries, striving toward a world where survivors of human rights violations can access justice and impunity is not a barrier to sustainable peace.

Role Overview

The Technical Support Consultant will guide the formalization of survivor networks, develop capacity-building tools, and provide expertise in trauma-informed approaches and collective healing. Reporting to the Programme Manager, Sudan, the consultant will operate across Adré (Chad), Khartoum, Al-Hasahisa, and North Darfur (Sudan), supporting local partners in establishing sustainable, women-led networks that amplify survivor voices in accountability processes.

This role is critical for ensuring survivors participate meaningfully in justice initiatives while promoting autonomy, well-being, and safe engagement in conflict-affected contexts.

Scope of Work

The consultancy will deliver three main outputs:

1. Scoping Mission & Needs Assessment (3 months)

  • Conduct a scoping mission to map the local context, survivor-led initiatives, and key stakeholders.
  • Engage in trauma-informed consultations with survivors to assess needs, priorities, risks, and willingness to form networks.
  • Identify barriers to participation, protection concerns, and support structures.
  • Produce a Needs Assessment Report, including stakeholder mapping, anonymized consultation summaries, and practical recommendations for network formation and survivor support.

2. Survivor Network Formation & Capacity Building Package (5 months)

  • Develop a Survivor Network Formation Framework outlining governance, membership, safeguarding, and operational guidance.
  • Design 2-day network-building workshop curricula and facilitation tools.
  • Provide technical support and co-facilitation for initial workshops in selected locations.
  • Develop a Capacity Building Plan including training modules on advocacy, case management, referrals, survivor rights, and communication.
  • Produce short workshop reports capturing outcomes, lessons learned, and recommendations.

3. Collective Healing Guidance & Final Consultancy Report (2 months)

  • Provide guidance on collective healing and peer support, safe space facilitation, trauma-informed approaches, and stigma reduction.
  • Offer practical recommendations for sustaining regular survivor meetings and peer-to-peer engagement.
  • Deliver a Final Consultancy Report summarizing activities, achievements, challenges, mitigation strategies, and recommendations for sustaining survivor-led networks.

Qualifications & Expertise

The ideal candidate or organization will have:

  • 10+ years of experience in gender-based violence (GBV) programs, women’s rights, and survivor support.
  • Proven ability to establish and strengthen survivor-led networks, particularly women-led initiatives.
  • Expertise in trauma-informed, survivor-centered approaches and ethical engagement with survivors.
  • Experience in capacity building, training design, facilitation, and mentoring.
  • Operational experience in Sudan, Chad, Uganda, or similar conflict-affected contexts.
  • Knowledge of protection principles, safeguarding, and do-no-harm standards.
  • Strong engagement with local civil society organizations, women-led groups, and grassroots movements.
  • Ability to conduct qualitative research and needs assessments in complex and sensitive environments.
  • Familiarity with access to justice, survivor rights, and accountability processes is an asset.

Duration & Compensation

  • Duration: 10 months (May 2026 – February 2027)
  • Location: Remote, with field missions in Chad and Sudan
  • Competitive daily rates based on experience and scope of work
