Elbarlament Consultancy: Trainer for Capacity Building Support to MENA Women and Gender Constituency 2026
Elbarlament is seeking an experienced trainer or consultant to provide capacity-building support to the MENA Women and Gender Constituency (MENA WGC) through the Women Taking the Lead project.
This short-term consultancy offers an opportunity for a professional with expertise in gender equality, climate justice, women’s political participation, advocacy, coalition-building and the gender-climate-peace and security nexus to support women-led and gender-focused civil society organizations across the Middle East and North Africa (MENA).
The assignment will involve preparatory consultations, the development and delivery of three online capacity-building sessions, and a concise training report.
About Elbarlament and Women Taking the Lead
Elbarlament is a peacebuilding and democracy-support organization focused on empowering women and young people. Its work covers three key areas: inclusive political participation, Women, Peace and Security (WPS), and the gender-climate-security nexus.
Through its programmes, the organization works with public institutions and civil society actors to strengthen democratic practices, promote peaceful coexistence and develop integrated responses to climate-related challenges.
The Women Taking the Lead project aims to strengthen women’s political and social participation, support implementation of the WPS agenda and improve cooperation among women-led and gender-focused civil society organizations in Iraq and throughout the MENA region.
About the MENA Women and Gender Constituency
The MENA WGC is a regional coalition bringing together feminist organizations, climate activists and gender justice advocates working to advance gender-responsive climate action across the Middle East and North Africa.
The constituency serves as a platform for amplifying the voices and leadership of women and marginalized communities disproportionately affected by environmental degradation and climate instability.
The network also helps connect local communities with international climate-policy processes, advocating for approaches grounded in human rights, inclusivity and gender justice.
Members have identified a need to strengthen the network’s organizational foundations, including internal governance, coordination, communication and collective decision-making.
There is also a need to build practical capacity in areas such as advocacy, strategic communication, policy engagement and coalition-building.
Purpose of the Consultancy
The trainer will provide three online capacity-building sessions designed around the priorities and practical needs identified by MENA WGC members.
The activity will combine thematic learning with organizational and network development. Rather than relying on a predetermined curriculum, the trainer will consult with members and elbarlament to identify the most relevant training priorities.
The overall activity aims to help members strengthen their ability to collaborate, advocate collectively and engage effectively with regional and international stakeholders.
Key Objectives
The consultancy will focus on three major objectives.
First, it will strengthen members’ thematic and practical capacities in areas such as advocacy, coalition-building, strategic communication and stakeholder engagement.
Second, it will help identify governance, coordination and communication priorities that can improve cooperation and collective action within the MENA WGC.
Third, the activity will support development of a shared regional advocacy and cooperation framework, including collective priorities, communication and visibility approaches, and strategies for engagement with regional and international partners.
Responsibilities of the Trainer
The selected consultant will participate in preparatory discussions with elbarlament and MENA WGC representatives and review relevant background and consultation materials.
The trainer will then develop a three-day training agenda, methodology and facilitation materials in coordination with the project team.
The sessions should be inclusive, participatory, practical and sensitive to the regional context.
During the online sessions, the trainer will facilitate discussions and practical exercises covering relevant themes such as advocacy, strategic communication, coalition-building, governance, coordination and stakeholder engagement.
Participants will be encouraged to identify shared priorities and practical approaches for strengthening the network.
Following the sessions, the trainer will prepare a concise report covering the activities delivered, key discussions, participant engagement, learning points and outcomes.
All activities will be carried out in close cooperation with the elbarlament project management team and designated MENA WGC representatives.
Qualifications and Experience
The ideal candidate should have strong professional experience in gender equality, climate justice, women’s participation and the gender-climate-peace and security nexus.
Applicants should demonstrate experience delivering participatory online training on climate advocacy, coalition-building, strategic communication or related subjects.
Experience supporting women-led or gender-focused networks in advocacy, coordination and regional cooperation will be highly relevant.
A good understanding of climate policy and civil society advocacy processes, particularly in the MENA region, is required.
Previous experience working with MENA-based climate or women’s rights networks is preferred.
Strong facilitation and communication skills are essential. The consultant must be able to communicate effectively in both Arabic and English and engage participants from diverse backgrounds while translating discussions into practical outcomes.

The consultancy will take place during September 2026, with exact dates to be confirmed following selection.
The assignment includes preparatory coordination, delivery of three online training sessions and post-activity reporting.
