Safeguarding Consultant at Restless Development – Remote Consultancy in the Philippines|Apply by 04 Sept 2026
Restless Development is inviting applications for an experienced Safeguarding Consultant to support youth and survivor delegates participating in the Global Ministerial Conference on Ending Violence Against Children (EVAC) in Manila, Philippines.
This consultancy offers an opportunity for a safeguarding, mental health, psychology, counselling or social work professional to contribute to an important international event focused on preventing violence against children and strengthening accountability.
The successful consultant will provide safeguarding and wellbeing support before, during and after the conference, helping ensure that young people and survivors can participate safely and meaningfully.
About the Project
Across the world, millions of children experience violence in different settings, including homes, schools, communities and online environments. The effects can be long-lasting, affecting individuals physically, psychologically and socially.
Restless Development is working with youth mobilisers and partners around the world to support action to end violence against children.
The second Global Ministerial Conference on Ending Violence Against Children will take place in Manila, Philippines, on 18–19 November 2026. Restless Development and its partners will support a delegation of young people and survivors attending the conference.
A Youth & Survivor Summit will also take place on 15–16 November 2026.
Because the programme involves survivors and young people potentially discussing sensitive experiences, dedicated safeguarding and mental health support will be essential.
Role of the Safeguarding Consultant
The consultant will ensure that safeguarding is integrated across the youth and survivor activities connected with the conference.
They will contribute to safeguarding planning, risk management, consent procedures, training, wellbeing support and event-based safeguarding.
The role will begin on 14 September 2026 and conclude on 18 December 2026.
Key Responsibilities
Throughout the project, the consultant will help develop safeguarding risk assessments and advise Restless Development on appropriate mitigation measures.
They will ensure organisational safeguarding procedures are understood and followed and coordinate with team members regarding safeguarding training for youth and survivor delegates and staff.
The consultant will also review informed and ongoing consent processes, particularly where participants are involved in storytelling, media engagement, photography, video or other public-facing activities.
Working with the communications team, they will help ensure that photographs, videos and personal narratives are handled ethically and in accordance with safeguarding policies.
Before the conference, the consultant will review plans for the Youth & Survivor Summit and other activities from a safeguarding perspective.
They will conduct tailored safeguarding assessments covering activities such as the Youth & Survivor Summit, Youth Innovations Marketplace, satellite events and side events.
The consultant will identify potential risks associated with both physical and digital participation and develop appropriate mitigation strategies.
They will also help prepare a guidance document for delegates, including information about urgent mental health care available in Manila.
Support Before and During the Conference
The consultant will support the recruitment and coordination of the on-the-ground safeguarding team and provide mental health support to delegation members before the event.
They will deliver a 30-minute online preparation session during the final week of October and contribute to delegation preparation activities.
During the conference period, the consultant will lead the safeguarding and mental health support team.
Responsibilities will include providing one-to-one support to delegates, responding to wellbeing concerns and providing safeguarding assistance during key activities.
The consultant will participate in preparatory and introductory sessions, including safeguarding briefings and grounding activities.
They will also facilitate a one-hour wellbeing session on the morning of 15 November for youth and survivor delegates.
Daily debriefing sessions will provide an opportunity for delegates to discuss concerns and access appropriate support.
The consultant will act as a safeguarding focal point at relevant events and ensure safeguarding concerns are escalated and reported according to organisational procedures.
Post-Conference Responsibilities
Safeguarding support will continue after the conference.
The consultant will provide mental health support to delegates where needed, particularly following safeguarding concerns or emotionally challenging experiences.
They will contribute to post-conference safeguarding reflections, documentation and reporting.
The consultant will also participate in an online debrief and evaluation meeting at the end of November and conduct follow-up calls with youth and survivor delegates within several weeks of their return home.
The role is intended to provide temporary and immediate safeguarding and wellbeing support rather than replace long-term therapeutic services.
Required Qualifications and Experience
Restless Development is seeking candidates with an advanced degree or certification in psychology, counselling, social work or a related mental health field.
Applicants should have demonstrated expertise in:
- Safeguarding and protection
- Trauma-informed practice
- De-escalation techniques
- Mental health and wellbeing support
- Online safety and security
- Ethical storytelling and informed consent
- Child sexual violence and online harms
- Global advocacy campaigns
- Safeguarding at major or multi-stakeholder events
- Supporting vulnerable groups at international conferences
The consultant must be able to handle confidential information with discretion and maintain high professional and ethical standards.
Experience working across diverse cultural environments and with international teams is also important.
Knowledge of Filipino is strongly desirable.
Consultancy Deliverables
The successful consultant will be expected to produce a range of safeguarding-related outputs, including:
- Written safeguarding risk assessments
- Safeguarding briefings and debriefings
- Preparation session plans and materials
- Delegation-pack guidance
- Consent procedures and templates
- Post-event safeguarding reviews
- Safeguarding insights and documentation

Location, Duration and Budget
The position is advertised as Philippines (Remote), with Restless Development expressing a strong preference for consultants based in the Philippines.
The consultancy will run from 14 September to 18 December 2026.
Applicants are required to submit a proposal outlining their approach to the project and a proposed budget, including the number of consultancy days and proposed daily rate.
Travel expenses within the Philippines, including travel to Manila, accommodation and per diem, will be arranged directly by Restless Development and should not be included in the submitted budget.
