Introduction

Médecins Sans Frontières (MSF) is inviting experienced communications agencies, creative consultancies, and multidisciplinary teams to apply for a consultancy opportunity to develop its Menstrual Health Management (MHM) Toolkit.

The successful team will work with MSF’s Inclusive Innovation programme to transform research findings into practical Health Promotion (HP) and Information, Education and Communication (IEC) materials that can be used in humanitarian settings worldwide.

About the Consultancy

Menstrual health is essential to dignity, health, protection, and participation, yet it remains neglected in many humanitarian emergencies. Women and girls affected by conflict, disasters, and displacement often lack access to menstrual products, private sanitation facilities, and accurate information.

Since 2018, MSF has implemented 11 menstrual health projects across eight countries, including:

• Democratic Republic of Congo
• Mali
• Sierra Leone
• India
• Bangladesh
• Iraq
• Ethiopia
• Bhutan

In 2026, MSF published its Menstrual Health Management (MHM) Synthesis Report, bringing together evidence and operational learning from these projects. The organization is now seeking external specialists to convert this research into a practical, user-friendly toolkit that can support humanitarian teams in designing and delivering effective menstrual health interventions.

Consultancy Objectives

The selected consultant or agency will review the MHM Synthesis Report and develop practical communication resources that translate technical evidence into accessible guidance for humanitarian workers and communities.

The consultancy will involve:

• Reviewing and analysing the MHM Synthesis Report.
• Identifying priority messages and target audiences.
• Developing practical Health Promotion (HP) materials.
• Producing Information, Education and Communication (IEC) resources.
• Creating implementation-ready content for humanitarian settings.
• Designing materials suitable for print and digital platforms.
• Producing resources that can easily be translated into multiple languages.

The final toolkit will support community engagement, behaviour change, and the delivery of menstrual health activities across diverse operational contexts.

Expected Deliverables

The consultancy will include several phases of work, including:

• Discovery and content planning
• Creative strategy and concept development
• Prototype design and user testing
• Final production of communication materials
• Toolkit integration
• Roll-out support

The materials should be practical, visually engaging, culturally appropriate, and suitable for use in low-resource humanitarian environments.
