Consultancy Opportunity: Support Urgent Action Fund-Africa’s AWURA Project Tackling Online Gender-Based Violence | Apply by 19 August 2026

Professionals with expertise in feminist research, gender justice, digital rights, monitoring and evaluation, and human rights have an opportunity to contribute to an important African regional initiative. Urgent Action Fund-Africa (UAF-Africa) is inviting applications from consultants to conduct the AWURA Project: Baseline and Context Analysis across Cameroon, Kenya, Togo, and Zimbabwe. About Urgent Action Fund-Africa

Urgent Action Fund-Africa is a feminist, pan-African rapid response fund that supports African feminists, women’s human rights defenders, and women-led movements. The organisation focuses on transforming power relations by providing resources and solidarity to women’s rights actors responding to urgent and emerging challenges.

Through its Rapid Response Grant-making mechanism, UAF-Africa supports initiatives that strengthen women’s agency in areas such as peace and political participation, social and economic empowerment, and natural resource governance.

The organisation has a strong presence across Africa, including offices and strategic locations in countries such as Kenya, Zimbabwe, Cameroon, Uganda, Malawi, Madagascar, South Africa, Botswana, Burkina Faso, and Egypt.

About the AWURA Project

The Africa Women United for Digital Rights and Autonomy (AWURA) project is a multi-year initiative designed to strengthen feminist civil society organisations, women’s rights organisations, and local actors in addressing technology-facilitated gender-based violence (TFGBV).

The consortium brings together seven partners, including UAF-Africa, and will be implemented in Cameroon, Kenya, Togo, and Zimbabwe with support from the Agence Française de Développement (AFD).

The project aims to promote safer digital environments, strengthen survivor-centred support systems, improve feminist documentation, and support evidence-based advocacy and policy engagement.

Purpose of the Consultancy

UAF-Africa is seeking four consultants, one per country, to conduct country-specific baseline studies and context analyses. Each consultant will focus on one assigned country and provide evidence on the existing legal, policy, social, and digital environments related to technology-facilitated gender-based violence.

The consultancy will produce reports that examine:

• The country context using the PESTEL framework.
• Existing TFGBV prevention and response systems.
• Digital safety practices and survivor support mechanisms.
• Current awareness and knowledge levels among target groups.
• Gaps and opportunities for advocacy, policy engagement, and programme improvement.

Key Responsibilities of the Consultants

Selected consultants will be responsible for completing several phases of work, including:

Research and Methodology Development

Consultants will review project documents, develop research methodologies, create data collection tools, and establish ethical approaches for gathering information.

The research approach must be feminist, participatory, survivor-centred, trauma-informed, and digitally secure. Consultants must ensure informed consent, confidentiality, safe data storage, and protection of participants from potential harm.

Data Collection and Analysis

Consultants will collect both qualitative and quantitative data through methods such as:

• Desk reviews.
• Key informant interviews.
• Focus group discussions where appropriate.
• Structured data collection based on AWURA’s MEAL framework.

They will engage feminist CSOs, women’s rights organisations, partners, grantees, and other relevant stakeholders in their assigned countries.

Reporting and Recommendations

The final reports will provide baseline findings, identify challenges, and develop recommendations to guide future advocacy, grant-making, policy engagement, and monitoring processes.

Required Qualifications and Experience

Applicants should have strong professional experience in feminist research, GBV, TFGBV, digital safety, baseline studies, and monitoring and evaluation.

Key requirements include:

• A Master’s degree in social sciences, gender studies, development studies, human rights, digital rights, monitoring and evaluation, research methods, or a related field.
• At least five years of experience conducting research, evaluations, baseline studies, or context analyses.
• Knowledge of gender-based violence, survivor-centred approaches, and feminist research principles.
• Experience working with feminist CSOs, women’s rights organisations, human rights defenders, or community organisations.
• Strong analytical, writing, and reporting skills.
• Knowledge of the assigned country’s legal, policy, social, and digital rights environment.

Consultancy Timeline and Deliverables

The consultancy will run from 15 September to 14 October 2026.

Major deliverables include:

• Inception report and research tools.
• Completion of baseline data collection.
• Draft country baseline and context analysis report.
• Validation session with UAF-Africa and consortium partners.
• Final country baseline and context analysis report.
