SVRI Hiring Consultant to Lead Child Sexual Violence Prevention Evidence Review – Up to USD 100,000

The Sexual Violence Research Initiative (SVRI) is inviting applications from experienced consultants or research teams to conduct a major evidence review on quasi-experimental evaluation designs for child sexual violence (CSV) prevention interventions. With a budget of up to USD 100,000, this international consultancy offers an opportunity to shape global research and evaluation practices that strengthen child protection, particularly in low- and middle-income countries (LMICs).

The assignment will run from September 2026 to April 2027, with applications closing on 14 August 2026.

About the Consultancy

Child sexual violence remains a significant global public health and human rights challenge. While randomized controlled trials (RCTs) are often considered the gold standard for evaluating interventions, they are not always practical, ethical, or feasible in many settings where child protection programmes operate.

SVRI is seeking a consultant or consultancy team to review alternative quasi-experimental evaluation designs that can generate credible evidence when randomized studies cannot be conducted. The findings will help researchers, practitioners, policymakers, and funders select appropriate evaluation methods for different intervention contexts.

Assignment Objectives

The consultancy aims to strengthen the evidence base for child sexual violence prevention by identifying rigorous alternatives to randomized controlled trials.

The successful consultant will:

• Review quasi-experimental evaluation approaches used in CSV prevention research.
• Identify promising methodologies from violence prevention and related fields.
• Assess the strengths and limitations of different research designs.
• Evaluate ethical, financial, and practical considerations for implementation in LMICs.
• Develop practical guidance for selecting evaluation methods across different intervention settings.
• Strengthen causal inference approaches in child sexual violence research.

Scope of Work

The selected consultant will conduct a comprehensive review of peer-reviewed and grey literature covering a range of evaluation methodologies, including:

• Matched comparison studies
• Propensity score matching
• Controlled before-after studies
• Interrupted time series
• Regression discontinuity
• Difference-in-differences
• Instrumental variable approaches
• Natural experiments
• Hybrid and mixed-method evaluation designs
• Other innovative quasi-experimental methodologies

The review will exclude studies that do not attempt to establish a counterfactual, such as descriptive or qualitative-only evaluations.

Key Areas of Assessment

The evidence review should examine each evaluation design based on:

• Methodological rigor
• Internal and external validity
• Ethical considerations
• Feasibility in low- and middle-income countries
• Cost and resource requirements
• Data availability and quality
• Ability to detect subgroup differences
• Suitability for different intervention types
• Integration of outcome measurement approaches

Expected Deliverables

The consultant will produce several high-quality outputs throughout the assignment, including:

• An inception paper with methodology, timeline, and work plan
• A 15–20-page draft evidence review
• Practical guidance and recommendations for researchers and practitioners
• A final evidence review incorporating stakeholder feedback
• Two to three accessible research briefs
• A presentation slide deck summarizing findings and recommendations

Required Qualifications

SVRI is looking for consultants or research teams with:

• An advanced degree in public health, evaluation, social sciences, or a related discipline
• Strong expertise in evaluation methodology
• Experience conducting systematic or methodological reviews
• Background in violence prevention, child protection, or public health research
• Experience working in low- and middle-income countries
• Excellent analytical, research, and technical writing skills
• Ability to translate complex evidence into practical guidance

Collaborative proposals involving LMIC-based researchers or institutions are strongly encouraged.

Budget and Timeline

The consultancy has a maximum budget of USD 100,000.

The project is expected to begin in September 2026 and conclude by April 2027, with milestones agreed during the inception phase.
