The International Organization for Migration (IOM) is seeking qualified professionals for the position of CMIL Climate Data and Risk Analyst under its Climate Mobility Innovation Lab (CMIL). This consultancy opportunity is ideal for experts working in climate change, data science, migration research, risk analysis, and humanitarian information management.

The selected consultant will support the development and improvement of the Risk Index for Climate Displacement (RICD), an innovative tool designed to understand and forecast climate-related displacement risks around the world.

The Climate Mobility Innovation Lab (CMIL) was established by IOM to address the growing challenges at the intersection of climate change and human mobility.

Role Overview: CMIL Climate Data and Risk Analyst

The Climate Data and Risk Analyst will serve as a key technical resource supporting CMIL’s analytical work.

The consultant will contribute to the refinement and expansion of the Risk Index for Climate Displacement (RICD) by working on:

• Data collection and processing.
• Climate displacement risk modelling.
• Data quality improvement.
• Risk assessment methodologies.
• Analytical research.
• Technical support to partners.

The role requires strong technical expertise combined with the ability to communicate complex data findings to policymakers, humanitarian actors, and development partners.

Key Responsibilities

Climate Risk Analysis and Modelling

The consultant will:

• Conduct quantitative analysis of climate displacement risks across priority countries.
• Review and improve existing RICD modelling approaches.
• Assess indicators, assumptions, weighting systems, and aggregation methods.
• Support the integration of climate hazards such as:
  • Flooding.
  • Drought.
  • Heatwaves.
  • Other environmental risks.
• Incorporate vulnerability factors, including conflict-related risks.
• Develop simulations related to hazards, exposure, and vulnerability.

The analyst will also contribute technical expertise to the RICD methodological working group.

Data Sourcing and Quality Improvement

A major part of the role involves strengthening climate and displacement datasets.

Responsibilities include:

• Identifying gaps in climate and mobility data.
• Working with national partners and IOM offices to collect and validate datasets.
• Assessing data reliability, coverage, and quality.
• Developing data processing workflows.
• Improving interoperability between different data sources.

The consultant will work with various types of information, including:

• Government administrative data.
• Household surveys.
• Remote sensing data.
• Climate datasets.
• Humanitarian information sources.

Where data is incomplete, the analyst will develop practical solutions using alternative indicators and methodologies.

Supporting Partners and Building Capacity

The consultant will support national institutions and partners by:

• Providing technical guidance on data collection and analysis.
• Training technical teams on climate displacement risk methods.
• Developing simplified technical materials.
• Supporting workshops and regional learning events.
• Presenting findings to stakeholders.

This includes helping partners understand and apply RICD outputs within their own national contexts.

Research and Knowledge Products

The analyst will contribute to important publications and technical resources, including:

• Climate displacement risk reports.
• Technical briefs.
• Analytical summaries.
• Knowledge products for policymakers and programmes.

The consultant will also support quality assurance by reviewing analytical findings and ensuring that results are accurate, practical, and accessible.

Required Qualifications and Experience

Education Requirements

Applicants must have:

• A Master’s degree in a relevant field such as:
  • Climate adaptation.
  • Environmental science.
  • Migration studies.
  • Data science.
  • Statistics.
  • A related discipline.

Professional Experience

Candidates should have:

• Experience conducting quantitative and qualitative research.
• Knowledge of climate-induced displacement issues.
• Experience with risk analysis and modelling.
• Experience developing or reviewing risk indices and composite indicators.
• Ability to work with incomplete or fragmented datasets.
• Experience supporting humanitarian or development programmes.
• Experience working with governments, research institutions, or international organizations is an advantage.

Experience with displacement risk tools, including the RICD or similar frameworks, is highly desirable.
