WorldFish Seeks International Fisheries Management Consultant | Fully Remote | Apply by 31 July 2026

WorldFish is inviting applications for a Consultant (International Fisheries Management Expert) to support the RedSeaFish Project, a major regional initiative funded by the Global Environment Facility (GEF) and implemented by the Food and Agriculture Organization of the United Nations (FAO). This fully remote consultancy offers experienced fisheries management professionals the opportunity to contribute to sustainable marine resource management across the Red Sea region while working from anywhere in the world.
The consultancy is expected to begin on 15 August 2026, with an initial 12-month contract and the possibility of extension based on funding and performance. Applications close on 31 July 2026.
About the RedSeaFish Project
The “Promoting Sustainable Fisheries Management in the Red Sea Large Marine Ecosystem (RedSeaFish)” project aims to strengthen regional cooperation and improve the sustainable management of shared fisheries across the Red Sea.
Funded by the Global Environment Facility (GEF) and implemented by FAO, the project is executed jointly by WorldFish and the Regional Commission for Fisheries (RECOFI). It supports beneficiary countries including:
- Djibouti
- Egypt
- Eritrea
- Jordan
- Sudan
- Yemen
Saudi Arabia also participates as a regional partner in project activities. The Project Management Unit (PMU) will be based in Cairo, Egypt.
About the Consultancy
The International Fisheries Management Consultant will provide high-level technical leadership to develop and strengthen regional and national fisheries management systems using the Ecosystem Approach to Fisheries (EAF) and internationally recognized best practices.
Working closely with the Project Management Unit, fisheries authorities, RECOFI, and other regional stakeholders, the consultant will help establish effective fisheries governance frameworks that support sustainable resource management and long-term environmental resilience.
Key Responsibilities
The successful consultant will:
- Support the establishment and operation of the Regional Fisheries Management Working Group.
- Lead the preparation of Regional Fisheries Management Plans (RFMPs).
- Guide the development of National Fisheries Management Plans aligned with EAF principles.
- Review and strengthen fisheries policies and regulatory frameworks.
- Recommend fisheries management measures, including fishing effort controls, seasonal closures, gear regulations, and bycatch reduction strategies.
- Strengthen Monitoring, Control and Surveillance (MCS) systems.
- Develop fisheries management indicators to improve evidence-based decision-making.
- Facilitate stakeholder consultations involving governments, local communities, and women.
- Deliver technical training and capacity-building programs for fisheries enforcement agencies.
- Collaborate with regional institutions and national fisheries authorities throughout project implementation.
Expected Deliverables
Throughout the consultancy, the successful candidate will produce several major technical outputs, including:
- Inception report and implementation workplan
- Assessment of existing fisheries management frameworks
- Regional Fisheries Management Plans
- National Fisheries Management recommendations
- Technical guidelines for Fisheries Management Plan development
- Monitoring, Control and Surveillance strengthening plans
- Fisheries management indicator framework
- Capacity-building materials and training sessions
- Stakeholder consultation reports
- Final technical report with recommendations for long-term sustainability
Qualifications and Experience
Applicants should possess:
- An advanced degree in Fisheries Management, Marine Science, or a related discipline.
- At least 12 years of professional experience in fisheries management and regional policy development.
- Demonstrated experience developing Fisheries Management Plans (FMPs) and Regional Fisheries Management Plans (RFMPs).
- Strong understanding of the Ecosystem Approach to Fisheries (EAF).
- Expertise in fisheries legislation, governance, and regulatory systems.
- Experience strengthening Monitoring, Control and Surveillance (MCS) systems.
- Familiarity with regional fisheries governance mechanisms.
- Proven experience delivering capacity-building initiatives.
- Excellent English communication and technical report-writing skills.
- Strong stakeholder engagement and facilitation abilities.
- Experience with GEF or FAO monitoring, evaluation, and learning systems will be considered an advantage.
