Effective project delivery in humanitarian and development contexts depends heavily on strong systems for planning, compliance, financial oversight, and risk management. The Peace Track Initiative (PTI) is seeking a qualified consultant to design and deliver a practical training on Project and Sub-Grant Management, Compliance, and Accountability for its staff and partner organizations working across Yemen and the MENA region.

This short-term consultancy focuses on strengthening institutional capacity to ensure donor compliance, improve operational effectiveness, and enhance the quality and accountability of project implementation.

About Peace Track Initiative

Peace Track Initiative is a women-led organization committed to advancing inclusive peacebuilding, women’s participation in political and peace processes, protection, and sustainable development. Working with civil society organizations and local partners, PTI implements donor-funded initiatives aimed at strengthening governance, resilience, and community-driven development.

As the organization expands its sub-granting and partnership portfolio, there is an increased need to build stronger internal systems and partner capacities in project management, financial compliance, and risk management. This consultancy supports that goal by delivering targeted, practical training for staff and implementing partners.

Purpose of the Assignment

The main objective of this consultancy is to enhance participants’ understanding and practical skills in managing projects and sub-grants effectively. The training will focus on improving compliance with donor requirements, strengthening financial accountability, and building robust risk management practices.

The consultant will design and deliver an interactive training that equips participants with tools and knowledge they can directly apply in their day-to-day project implementation work.

Scope of Work

The consultant will undertake the following key tasks:

  • Conduct a rapid training needs assessment to identify capacity gaps among PTI staff and partners.
  • Design a tailored 3–4 day training programme based on identified needs.
  • Develop training materials, presentations, and participant handbooks.
  • Deliver an interactive and practical training session using case studies and exercises.
  • Support experiential learning through real-world scenarios on compliance and sub-grant management.
  • Produce a final report summarizing outcomes, feedback, and recommendations.

Key Training Modules

The training will be structured around five core thematic areas:

Module 1: Project Management Fundamentals

  • Project planning and implementation
  • Results-based management approaches
  • Roles and responsibilities in project delivery
  • Addressing implementation challenges

Module 2: Compliance and Accountability

  • Donor compliance requirements
  • Organizational policies and procedures
  • Documentation and record-keeping
  • Compliance risk identification and mitigation

Module 3: Sub-Grant Management

  • Principles of sub-granting systems
  • Responsibilities of grant-makers and partners
  • Monitoring sub-grantee performance
  • Managing implementation challenges

Module 4: Financial and Operational Compliance

  • Budget monitoring and financial tracking
  • Procurement procedures and documentation
  • Internal controls and asset management
  • Audit readiness and reporting

Module 5: Risk Management

  • Identifying and assessing project risks
  • Risk mitigation planning
  • Safeguarding and operational risk management

Each module will include practical exercises, simulations, and case studies to ensure participants can apply learning in real operational contexts.

Deliverables

The consultant will be expected to deliver:

  • Training needs assessment summary
  • Training agenda and curriculum design
  • Training presentations and participant handbook
  • Delivery of a 3–4 day training workshop
  • Final report with participant feedback and recommendations

Duration

The assignment is expected to be completed within approximately two weeks from contract signing, including preparation, delivery, and reporting phases.

Consultant Qualifications

Applicants should have:

  • An advanced degree in Project Management, Business Administration, Development Studies, Public Administration, or a related field
  • At least 7 years of experience in project management and donor-funded grant implementation
  • Strong expertise in sub-grant management and capacity building for civil society organizations
  • Experience working with international donors such as UN agencies, EU, USAID, FCDO, or similar institutions
  • Strong facilitation and training delivery skills
