The Digital Impact Alliance (DIAL) is seeking an experienced Electronic Identification (e-ID) Consultant to support a national assessment of Benin’s digital identity ecosystem. This short-term consultancy is part of a broader effort to strengthen Digital Public Infrastructure (DPI) and improve access to secure, inclusive digital services across the country.

Project Background: Digital Identity in Benin

Benin has made significant progress in digital transformation over the past decade. Key reforms include the adoption of a national Digital Code, the rollout of interoperability platforms, electronic payment systems, and the development of a national digital services portal offering hundreds of public services.

To build on this momentum, DIAL—supported by the Gates Foundation—is conducting an assessment of Benin’s digital identity ecosystem. The goal is to evaluate its maturity and inform the country’s broader DPI roadmap, particularly in relation to identity systems, data exchange, and digital payments.

The consultant will play a central role in analyzing the current system and identifying pathways for strengthening its governance, functionality, and inclusiveness.

Scope of Work

The Electronic Identification Consultant will be responsible for conducting a comprehensive assessment of Benin’s digital identity ecosystem. This includes:

• Adapting and implementing the IDEEA (ID Enabling Environment Assessment) questionnaire.
• Conducting a desk review of existing policies, laws, and strategy documents.
• Reviewing national digital identity frameworks and technical reports.
• Identifying and engaging relevant stakeholders across government, civil society, and technical institutions.
• Conducting interviews and consultations with key actors in the ecosystem.
• Mapping strengths, weaknesses, opportunities, and risks in the digital identity system.
• Documenting best practices and lessons learned from Benin’s digital transformation journey.
• Reviewing results from previous self-assessments conducted by national agencies.
• Providing actionable recommendations aligned with global DPI standards.
• Contributing findings to the national DPI roadmap development process.

Key Deliverables

The consultancy includes several structured outputs:

• Completion of IDEEA Questionnaire Parts I and II (by 31 August 2026).
• Completion of Part III of the IDEEA Questionnaire (by 15 September 2026).
• Submission of a final digital identity maturity assessment report (by 30 September 2026), including analysis and recommendations on governance, digital identity systems, verifiable credentials, safeguards, and implementation pathways.
• Contribution to the Digital Public Infrastructure roadmap (by 31 October 2026).

All deliverables must be submitted in French, with executive summaries provided in English for international stakeholders.

Timeline and Working Arrangement

The assignment is expected to run from August to November 2026, with an estimated total commitment of approximately 40 working days. The consultant will be based in Benin, working closely with DIAL teams remotely and engaging with national stakeholders through interviews and workshops.

Coordination and reporting will primarily be conducted in English, while stakeholder engagement and document review will require strong French proficiency.

Who Should Apply?

DIAL is seeking a highly experienced digital transformation specialist with strong expertise in digital identity systems and public sector innovation.

Ideal candidates should have:

• A Master’s degree in Information Systems, Digital Transformation, Public Policy, or a related field.
• At least 10 years of experience in digital transformation projects.
• A minimum of 5 years of experience specifically in digital identity systems.
• Strong familiarity with frameworks such as IDEEA, ID4D, MOSIP, or GovStack.
• Experience conducting assessments, stakeholder consultations, and technical evaluations.
• Strong understanding of governance, policy, and institutional dynamics in Sub-Saharan Africa.
• Proven ability to produce high-quality analytical reports and policy recommendations.
• Fluency in French (C2 level required) and advanced English (C1 level).
• Experience working with governments, development agencies, and technical partners.
