The United Nations Population Fund (UNFPA) is inviting applications for an exciting international consultancy opportunity focused on adolescent sexual and reproductive health and rights (SRHR) in the digital age. The home-based consultancy, titled “Consultant for Documentation and Analysis of Digital Determinants of Adolescent SRHR and Promising Digital CSE Models,” offers experienced professionals the chance to contribute to evidence-based programming that supports young people across the Asia-Pacific region.

The consultancy will run for six months, from July to December 2026, and seeks a specialist with expertise in adolescent health, technology, digital ecosystems, and comprehensive sexuality education (CSE).

About the Opportunity

UNFPA works across the Asia-Pacific region to ensure that adolescents and young people have access to age-appropriate comprehensive sexuality education both in and out of school. As digital technologies continue to shape how young people access information, build relationships, and form attitudes about sexuality and gender, UNFPA is expanding its understanding of how these digital environments influence adolescent well-being.

Young people increasingly rely on social media platforms, online communities, digital tools, and artificial intelligence systems for information about health, relationships, gender equality, and personal development. However, there is still limited research on how these digital ecosystems influence sexual and reproductive health outcomes, particularly in the context of emerging technologies such as generative AI.

Through this consultancy, UNFPA aims to identify and document promising digital CSE models while examining the digital determinants that shape adolescents’ knowledge, attitudes, behaviors, and online experiences.

Key Responsibilities

The selected consultant will lead a landscape analysis of digital determinants affecting adolescent SRHR and identify innovative digital CSE models that could be adapted and scaled across the Asia-Pacific region.

Major responsibilities include:

• Developing a conceptual framework that maps digital ecosystem factors influencing adolescent SRHR.
• Conducting a state-of-the-art evidence review and scoping study on digital sexuality education and adolescent health initiatives.
• Analyzing digital determinants such as social media platforms, online communities, peer influences, conversational AI tools, chatbots, and generative AI technologies.
• Identifying and documenting promising digital CSE models with strong potential for sustainability and scalability.
• Exploring pathways that connect digital sexuality education initiatives with offline sexual and reproductive health services.
• Consulting with civil society organizations, youth advocates, practitioners, and youth-led groups across the region.
• Assessing issues related to online safety, technology-facilitated gender-based violence, informed consent, healthy relationships, and digital literacy.

The findings will help UNFPA and its partners better understand how digital environments can support positive adolescent health outcomes and strengthen youth-focused programming.

Expected Deliverables

The consultant will be responsible for producing four key outputs during the assignment:

1. Inception Report

An initial report outlining the workplan, methodology, and proposed approach for the landscape analysis and documentation process.

Expected completion: 15 August 2026

2. Draft Conceptual Framework and Landscape Analysis

A detailed analysis of the digital determinants affecting adolescent SRHR across the Asia-Pacific region.

Expected completion: 15 September 2026

3. Main Report

A comprehensive report (20–40 pages) containing the conceptual framework, analysis findings, and documentation of promising digital CSE models.

Expected completion: 31 October 2026

4. Insight Briefs

A series of concise thematic briefs addressing selected topics identified in consultation with youth organizations and stakeholders.

Expected completion: 31 December 2026

Payments will be made based on the satisfactory completion and acceptance of deliverables.

Qualifications Required

To qualify for this consultancy, applicants should possess:

• A Master’s degree in Public Health, Social Sciences, Psychology, or a related interdisciplinary field involving technology.
• At least five years of professional experience working at the intersection of adolescent and youth health, technology, and artificial intelligence.
• Strong experience in youth sexual and reproductive health programming.
• Demonstrated expertise in conducting scoping reviews, qualitative interviews, and evidence synthesis.
• Experience working with youth-led organizations, digital communities, and online engagement platforms.
• Excellent English writing and communication skills.

Regional experience in Asia-Pacific countries is strongly preferred, while knowledge of online safety, mental health, digital literacy, and AI-related issues will be considered an advantage.
