Consultancy Opportunity: Strengthening Adolescent Sexual & Reproductive Health (ASRH) in Humanitarian Settings Across Africa — Apply by 26 June 2026

International Planned Parenthood Federation, in partnership with Norwegian Church Aid and supported by the European Commission (DG ECHO), is seeking a consultant or firm to support a major initiative aimed at improving adolescent sexual and reproductive health (ASRH) in humanitarian settings across Africa.

This consultancy responds to urgent gaps in adolescent health services in crisis-affected contexts, where displacement, conflict, and weakened systems significantly increase risks for young people.

Background: Why This Consultancy Matters

Adolescents in humanitarian settings face some of the most severe health and protection risks globally. Displacement and instability often lead to:

• Increased exposure to sexual and gender-based violence
• Limited access to youth-friendly health services
• Higher rates of unintended pregnancies
• Unsafe abortion risks
• Rising vulnerability to HIV and other STIs
• Barriers caused by stigma, discrimination, and legal restrictions

Adolescent girls are particularly affected, with pregnancy-related complications remaining a leading cause of death among girls aged 15–19 in crisis settings.

This consultancy is designed to strengthen systems that ensure adolescents can access safe, inclusive, and responsive sexual and reproductive health services, even in fragile environments.

Purpose of the Consultancy

The primary goal of this assignment is to improve the quality, coordination, and integration of ASRH services within humanitarian responses by developing practical tools and guidance.

The consultancy focuses on two core objectives:

• Developing adolescent-responsive ASRH service delivery guidelines for women- and youth-led organizations
• Designing an adolescent-adult mentoring and supportive supervision framework

These tools aim to improve collaboration between adolescents, youth-led organizations (YLOs), women-led organizations (WROs), and humanitarian actors.

Key Scope of Work and Responsibilities

The consultant or firm will undertake a structured, participatory process to develop evidence-based guidance tools.

📚 Desk Review and Evidence Mapping

The assignment begins with a comprehensive review of global and regional ASRH frameworks, including:

• Inter-Agency Working Group (IAWG) ASRHiE Toolkit
• Sphere humanitarian standards
• Existing SRHR peer supervision models
• Case studies of youth-adult partnership approaches

The aim is to identify best practices and adapt them into practical tools for humanitarian contexts.

Participatory Consultation

A key feature of this consultancy is meaningful engagement with adolescents and youth-led organizations.

Consultations will include:

• Youth-friendly workshops and focus group discussions
• Key informant interviews with stakeholders
• Community-based participatory methods
• Engagement with caregivers and frontline service providers

These consultations ensure that the final tools reflect real experiences, needs, and expectations of young people in crisis contexts.

Development of Practical Tools

Based on findings, the consultant will develop:

• A practical ASRH service delivery guideline for WROs and YLOs
• An adolescent-adult mentoring and supervision framework
• Templates for feedback, action planning, and implementation
• A dissemination and implementation brief

These tools are intended to be user-friendly, adaptable, and applicable across multiple humanitarian settings.

Collaboration and Stakeholder Engagement

The consultancy will be implemented in close collaboration with:

• IPPF Africa Regional Office (ARO)
• IPPF Humanitarian Team
• NCA country teams
• Member Associations in Nigeria and Ethiopia

This multi-country approach ensures that the tools are grounded in real operational contexts and aligned with field realities.

Required Qualifications and Expertise

Applicants are expected to bring strong technical expertise in public health and humanitarian programming.

Education:

• Advanced degree in Public Health, Social Sciences, Development Studies, or related field

Experience:

• 5–7 years of experience in humanitarian settings
• Proven experience developing guidelines or technical frameworks
• Strong facilitation skills with adolescents and youth
• Experience working with WROs and YLOs
• Knowledge of safeguarding and child protection principles

Additional Skills:

• Strong analytical and report writing ability
• Familiarity with humanitarian coordination systems
• Ability to communicate effectively with young people
• Commitment to ethical and inclusive programming

Timeline and Deliverables

The consultancy will run from 20 July 2026 to 7 October 2026, with final deliverables expected by mid-October 2026.
