HelpAge International is inviting qualified auditors, audit firms, and financial compliance experts to apply for a Third-Party External Audit consultancy supporting a major humanitarian project in Lebanon and Syria. About the Project

The project under review is designed to provide essential health, protection, and mental health and psychosocial support services to Syrian refugees, internally displaced persons (IDPs), and host communities across Lebanon and Northwest Syria.

Implemented in partnership with Hope Revival Organisation (HRO), Action for Humanity (AFH), and the Institute for Development, Research, Advocacy and Applied Care (IDRAAC), the initiative supports some of the most vulnerable populations, including:

• Older persons
• People living with disabilities
• Survivors of gender-based violence
• Refugees and internally displaced communities
• Vulnerable host-community members

The project reaches more than 163,000 beneficiaries and operates with a total budget of €3,602,383.36.

Consultancy Objectives

The selected auditor will independently assess the project’s financial statements, accounting records, and supporting documentation to ensure compliance with donor requirements, organizational policies, and international auditing standards.

The audit will cover project activities implemented between 1 August 2024 and 31 July 2026 across Lebanon and Northwest Syria.

The consultancy is expected to begin after completion of the final financial report in August 2026 and conclude by 15 October 2026.

Key Responsibilities

The external auditor will perform a comprehensive review of project financial management systems and expenditures.

Financial Audit and Verification

Responsibilities include:

• Reviewing consolidated financial statements.
• Verifying income and expenditure records.
• Confirming compliance with approved project budgets.
• Examining accounting records and supporting documentation.
• Reviewing budget-versus-actual expenditure reports.

Donor Compliance Assessment

The consultant will assess compliance with:

• German Federal Foreign Office donor requirements.

Qualifications Required

HelpAge International is seeking experienced professionals who can demonstrate:

• Recognition as an independent auditor or auditing firm.
• Membership in a recognized auditing body such as IFAC.
• Experience conducting audits under International Standards on Auditing (ISA).
• Knowledge of humanitarian and non-profit financial management.
• Previous experience auditing donor-funded projects.
• Familiarity with GFFO compliance and reporting requirements.
• Understanding of financial regulations and tax compliance in Lebanon and Syria.

Experience auditing humanitarian projects in complex or conflict-affected environments will be highly advantageous.
