The Center for Reproductive Rights, as part of the SHE SOARS consortium, is seeking a consultant to document and synthesize learning products for a multi-country adolescent sexual and reproductive health and rights (ASRHR) program. The assignment focuses on capturing evidence, outcomes, and learning from a long-term initiative implemented in Kenya and Zambia.

The consultancy is designed to translate program experience into structured knowledge products that support learning, advocacy, donor reporting, and replication across similar contexts.

Overview of the SHE SOARS Project

SHE SOARS stands for Sexual and Reproductive Health and Economic Empowerment (SHE) and Supporting Out-of-school Adolescent Girls’ Rights and Skills (SOARS). It is a seven-year initiative funded by Global Affairs Canada and implemented by a consortium including CARE Canada, the Center for Reproductive Rights, Restless Development, and local partners.

The project focuses on improving outcomes for out-of-school adolescent girls aged 10–19 years, a group often excluded from mainstream health and education systems.

Core objectives include:

• Expanding access to sexual and reproductive health (SRH) services
• Strengthening rights-based advocacy for adolescent girls
• Improving accountability systems for ASRHR policies
• Supporting community-based and youth-led organizations

Geographic and Policy Context

The consultancy covers two distinct country contexts, each with unique policy challenges and reform pathways.

Kenya

• Implementation areas include Nairobi, Siaya, Kajiado, and Kisumu
• Key issue: Persistent pregnancy-related school dropout despite re-entry guidelines
• Priority focus: Strengthening accountability and monitoring mechanisms for school re-entry policies

Zambia

• Implementation areas include Chadiza, Kasenengwa, and Mambwe
• Key issue: Fragmented adolescent SRH policy framework
• Priority focus: Integrating adolescent SRH into national reproductive health policy and improving coherence across systems

These contextual differences are central to understanding how advocacy strategies evolve and succeed.

Purpose of the Consultancy

The main purpose is to document how capacity strengthening efforts have influenced advocacy outcomes and policy change over time.

The consultant will be expected to:

• Document baseline capacity levels of Women’s Rights Organizations (WROs) and Youth-Led Organizations (YLOs)
• Track changes in capacity across advocacy, research, and accountability domains
• Map how technical assistance contributed to outcomes
• Produce evidence-based learning products for internal and external use
• Develop storytelling outputs that highlight lived experiences and impact

The final outputs will combine analytical reports, learning briefs, and communication materials.

Key Learning Questions

The assignment is guided by a structured learning agenda focused on how change happens across systems and stakeholders.

Key questions include:

• What advocacy and accountability outcomes have been achieved?
• How did capacity strengthening lead to policy or practice change?
• Which pathways of influence were most effective in different contexts?
• What evidence was most persuasive to decision-makers?
• How did regional mechanisms support national advocacy efforts?
• What changes in capacity have been institutionalized versus remaining individual?

This ensures the work goes beyond documentation to include deep analysis of change processes.

Scope of Work

The consultant will carry out five main tasks:

1. Inception Phase

• Review project documents and baseline assessments
• Develop a learning framework and methodology
• Prepare an inception report with workplan and outputs

2. Capacity Evolution Analysis

• Compare baseline capacity data with current status
• Analyze changes in skills, systems, and organizational practices
• Assess progress at local, national, and regional levels

3. Outcomes and Contribution Analysis

• Identify key advocacy and policy outcomes
• Map how capacity strengthening contributed to results
• Document influence pathways across stakeholders and institutions

4. Knowledge Product Development

• Produce structured reports, briefs, and matrices
• Develop communication-ready materials for dissemination
• Ensure alignment with program learning objectives

5. Validation and Finalization

• Conduct stakeholder validation sessions
• Refine and finalize all deliverables

Deliverables

The consultancy requires a comprehensive set of outputs, including:

• Baseline-to-date knowledge synthesis report (25–35 pages)
• Capacity evolution scorecards for partner organizations
• Comparative capacity analysis matrix
• Three thematic learning briefs (policy, advocacy, accountability)
• Regional case study on norm-setting and policy influence
• Executive summary and slide presentation deck
• Infographic for visual communication
• Evidence register documenting sources and data
• Two short documentaries capturing impact stories from Kenya and Zambia

These deliverables are intended to support both technical learning and external communication.

Required Qualifications

Applicants should have:

• 3–4 years of experience in monitoring, evaluation, or related fields
• Strong background in health, human rights, or development programming
• Experience with qualitative and quantitative analysis
• Strong writing and synthesis skills
• Ability to translate complex program data into clear learning outputs

Preferred experience includes ASRHR programming, gender-focused development work, or policy advocacy.
