Role Overview

The TVET Project Manager will provide technical leadership and operational oversight for STOOS projects focused on skills development, entrepreneurship promotion, and economic empowerment initiatives. The consultant ensures efficient project implementation, adherence to quality standards, and achievement of desired development outcomes. The role also involves strong coordination with project partners, trainers, and field teams to maximize impact.

Key Responsibilities

Project Inception and Planning

At the outset, the consultant will prepare a comprehensive Inception Report, which will:

  • Outline the project implementation framework and detailed work plan
  • Establish coordination mechanisms and quality assurance processes
  • Clarify the project methodology, training approach, and entrepreneurship support model
  • Define the monitoring and evaluation framework
  • Identify operational risks and propose mitigation strategies

This phase ensures that all project activities are aligned with objectives, stakeholder expectations, and local needs.

Project Management and Implementation Oversight

The consultant will oversee all aspects of project delivery, ensuring activities remain consistent with work plans, budgets, and technical standards. Key tasks include:

  • Managing TVET training programmes and entrepreneurship development activities
  • Supervising business incubation support and market-linkage interventions
  • Aligning project outputs with local labor market needs and economic development priorities

This oversight ensures projects remain practical, relevant, and sustainable.

Management of Project Staff and Trainers

The Project Manager will supervise and coordinate trainers, facilitators, and field staff, providing guidance and ensuring high-quality delivery. Responsibilities include:

  • Ensuring training materials and methodologies meet industry standards
  • Coordinating between technical experts, local partners, and beneficiaries
  • Monitoring the effectiveness of training delivery, mentoring, and enterprise development activities

Monitoring and Evaluation (M&E)

  • Collecting and analyzing data related to training outcomes, employment generation, and business start-ups
  • Using evidence to inform improvements in project performance

Reporting and Documentation

The Project Manager will prepare and review:

  • Technical progress reports and implementation updates
  • Final project reports detailing achievements, lessons learned, and recommendations
  • Evidence-based documentation aligned with donor requirements

Quality Assurance and Technical Oversight

Ensuring high operational and technical standards is central to the role. The consultant will:

  • Review training methodologies and verify quality of delivery
  • Ensure entrepreneurship interventions are market-oriented and sustainable
  • Support risk management and continuous learning across the project lifecycle

Coordination and Communication

Strong communication and stakeholder coordination are key. The consultant will:

  • Facilitate meetings and ensure timely information sharing
  • Support collaborative problem-solving and coordination with partners
  • Represent STOOS in technical forums and consultations

Required Qualifications and Experience

Education:

  • Minimum Master’s degree in Development Studies, Education, Economics, Business Administration, International Development, or related fields
  • PhD in a relevant discipline is an advantage

Professional Experience:

  • At least 8 years of experience managing TVET, entrepreneurship, economic empowerment, or livelihoods projects
  • Experience in multi-stakeholder development projects and training programme management
  • Previous international experience is highly preferred

Technical Competencies:

  • Knowledge of skills development systems and labor market integration
  • Familiarity with business incubation, employment generation, and private-sector engagement
  • Strong understanding of training programme design and entrepreneurship support models

Management and Coordination Skills:

  • Proven leadership and team management capabilities
  • Ability to supervise multidisciplinary teams across operational environments

Communication Skills:

  • Strong analytical, reporting, and communication skills
  • Ability to produce structured, evidence-based reports and engage effectively with stakeholders

Languages:

  • Fluency in English required; additional relevant languages are advantageous
