Seefar is Calling: Monitoring and Evaluation Officer | Apply by 15 April 2026

The position is offered on a contractor basis, with a monthly fee ranging from EUR 4,254 to EUR 4,863, and is initially a six-month engagement with potential for extension. The role is fully remote, with a preference for candidates based in Europe or MENA time zones, and reports directly to the Head of Technical Services.

Key Responsibilities

The Monitoring and Evaluation Officer will play a pivotal role in project delivery, research, and internal learning:

Project Delivery and Research (70%)

  • Lead design and implementation of research and evaluation activities across diverse projects.
  • Develop theories of change, monitoring frameworks, and produce high-quality mixed-methods research.
  • Manage key outputs, including survey instruments, field protocols, data analysis, and final reports.
  • Train field officers, monitor data quality, and oversee field teams.
  • Ensure projects remain aligned with donor requirements and operational goals.
  • Review statistical outputs and extract actionable insights from large datasets.
  • Communicate findings clearly to technical and non-technical audiences.

Methods and Statistical Analysis (20%)

  • Conduct quantitative and qualitative analyses, including causal inference, regression modeling, and data triangulation.
  • Advise on sampling strategies and ensure adherence to research standards.
  • Utilize statistical tools such as R, Stata, or Python for data cleaning, analysis, and visualization.
  • Support team members to maintain high-quality evidence across projects.

Internal Learning and Quality (10%)

  • Contribute to Seefar’s evolving research, monitoring, and evaluation strategies.
  • Identify new methods, tools, or AI-assisted research approaches.
  • Improve internal monitoring systems and data quality tools.
  • Manage training for enumerators and partner organizations.
  • Engage in peer review and internal learning processes.

Candidate Profile

The ideal candidate is a skilled monitoring and evaluation professional, comfortable working with complex data and managing field teams across geographies. Key attributes include:

  • Strong quantitative skills and knowledge of causal inference.
  • Experience applying data insights to real-world policy and programmatic questions.
  • Adaptability to steep learning curves and complex environments.
  • Ability to collaborate effectively with diverse teams globally, including in Addis, Vienna, Erbil, or London.

Essential Qualifications

  • Academic background in economics, statistics, public policy, or a related field; a master’s degree is preferred.
  • Minimum of four years’ professional experience in research or evaluation, particularly in international development, migration, or fragile contexts.
  • Proficiency with R, Stata, or Python for statistical analysis, including data cleaning, regression, and interpretation.
  • Familiarity with mixed-methods research approaches and data triangulation.
  • Excellent English communication skills, with the ability to prepare reports and present findings clearly.
  • Strong attention to detail and rigor in data management and reporting.
  • Experience coordinating field teams, data collectors, and partners.
  • Collaborative mindset with the ability to manage competing priorities.
