ILGA Academy Seeks Digital Security Training Consultant – Apply by 10 Apr 2026

ILGA World is seeking a qualified organization to design and develop a comprehensive digital security training course for ILGA Academy, its global capacity-building platform for LGBTI human rights defenders. This consultancy aims to strengthen the digital resilience, safety, and operational capacity of LGBTI organizations and activists worldwide.

ILGA World is a worldwide federation of over 2,300 organizations in more than 170 countries and territories. The organization works to ensure that lesbian, gay, bisexual, trans, and intersex people can exercise their human rights globally.

With ECOSOC consultative status at the United Nations, ILGA World operates across six regions—Pan Africa ILGA, ILGA Asia, ILGA-Europe, ILGALAC, ILGA North America and the Caribbean, and ILGA Oceania. Its governance structure reflects a commitment to global representation, democracy, and activist-led leadership.

Background and Need

LGBTI organizations and defenders face growing digital threats, including:

  • Surveillance and hacking
  • Online harassment and doxxing
  • Phishing attacks and device compromise
  • Technology-facilitated repression

These risks threaten organizational sustainability, staff safety, community trust, and the ability to engage in advocacy. As ILGA Academy expands, integrating digital security into training programs is essential to strengthen movement resilience and protection.

Objective of the Consultancy

The selected organization will design a structured, globally relevant digital security training course tailored to LGBTI human rights defenders and organizations. The course will be part of ILGA Academy’s long-term learning architecture and should:

  • Be primarily self-guided, maximizing accessibility and scalability
  • Include interactive elements such as exercises, case studies, and knowledge checks
  • Incorporate optional facilitated cohort sessions for deeper engagement and testing

Scope of Work

The consultancy will:

  • Develop a progressive curriculum, from basic digital security to advanced risk mitigation in high-risk contexts
  • Design 8–10 learning modules with explanatory content, practical tools, exercises, and assessments
  • Ensure content reflects global and regional realities of LGBTI organizations
  • Produce training initially in English and Spanish, with future translation in mind
  • Align content with ILGA Academy’s pedagogical framework, accessibility standards, and digital platform requirements
  • Provide clear learning objectives and competencies for participants
  • Optionally, pilot the course with select cohorts or implement training-of-trainers approaches

Deliverables and Timeline

The consultancy is expected to deliver within 3–6 months from contract signature. Key deliverables include:

  • Detailed curriculum outline
  • Full training content ready for integration into ILGA Academy
  • Documentation of methodology, learning objectives, and expected participant outcomes

Required Expertise

Applicants should demonstrate:

  • Significant experience in digital security for civil society, human rights defenders, or marginalized communities
  • Proven ability to deliver training in diverse and high-risk environments
  • Capacity to develop structured, pedagogically sound online learning materials
  • Experience working with global or regional networks
  • Commitment to inclusive, intersectional, and rights-based approaches

Budget and Payment

ILGA World anticipates a budget of approximately CHF 50,000. Proposals should include:

  • Detailed budget breakdown (personnel, content development, facilitation, translation, administrative costs)
  • Payment tied to agreed milestones and deliverables
