The World Leadership Alliance – Club de Madrid is currently seeking a highly experienced consultant to lead the final programme review of its Shared Societies Programme (SSP). Launched in 2007, the Shared Societies Programme (SSP) aims to foster inclusive societies where all individuals and groups are recognised as equal contributors. Over the years, SSP has been implemented in more than 20 countries and has contributed to:

Purpose of the Consultancy
The primary objective of this consultancy is to conduct a comprehensive final review of the Shared Societies Programme. This evaluation will assess the programme’s overall performance from 2007 to 2025, with a particular focus on the period from 2016 onwards.
The review will build on a previous independent evaluation conducted in 2016 and will use a similar analytical framework. The goal is to generate practical, evidence-based findings and recommendations that will inform future strategic and programmatic decisions.
Key areas of assessment will include:
- Programme design and implementation
- Relevance and effectiveness
- Efficiency and sustainability
- Overall impact and outcomes
Scope of Work and Timeline
The consultancy is expected to last approximately eight weeks and will take place during the first half of 2026. The work will be structured into three main phases:
Weeks 1–2: Inception and Desk Review
- Review key programme documents and previous evaluations
- Conduct initial meetings with senior staff, including the Secretary General and Programme Director
- Prepare and submit an inception report
Weeks 3–5: Data Collection and Stakeholder Engagement
- Conduct interviews with staff, members, partners, and stakeholders
- Gather qualitative and quantitative insights
Weeks 6–8: Analysis and Reporting
- Analyse findings and prepare a comprehensive final report
- Develop a presentation of key insights
- Conduct debriefings with the Secretariat and representatives of the Slifka Foundation
Consultant Requirements
The organisation is looking for a highly qualified consultant with extensive experience in evaluation and programme review. Ideal candidates should meet the following criteria:
- Proven track record in leading evaluations, assessments, and learning reviews
- Strong expertise in data collection methodologies and analytical tools
- In-depth understanding of international development and global funding systems
- Experience with social cohesion or shared societies programmes is an advantage
- Familiarity with regions where SSP has been implemented is beneficial
- Excellent writing and reporting skills, with the ability to produce clear and actionable documents
- Native-level proficiency in English
This role is best suited for senior professionals with over ten years of relevant experience.
Working Arrangements and Fees
The consultant will report directly to the Director of Programmes based in Madrid. Notably, this is a fully remote assignment, and no travel is currently required.
The consultancy fee is set at €250 per day, for a total of 40 working days. This structure provides flexibility while ensuring clear deliverables within the agreed timeframe.
