Overview of the Evaluation Consultant Role
The Evaluation Consultant position is designed to support a wide range of humanitarian and development evaluations. Consultants may be assigned to different projects depending on expertise and availability.
Current and anticipated assignments include:
- Learning outcomes assessment in South Sudan for Save the Children
- Poverty reduction and vocational training evaluation in Lakes State, South Sudan
- Gender research in Ethiopia focusing on women’s empowerment and barriers affecting women and girls
- Additional evaluations across countries such as Kenya, Somalia, Sudan, Nigeria, Yemen, Lebanon, Nepal, and the Democratic Republic of Congo

Key Responsibilities
Consultants will be expected to contribute across all stages of the evaluation cycle. The role requires strong technical expertise and the ability to work independently in complex environments.
Core responsibilities include:
- Designing and implementing mixed-methods evaluations (qualitative and quantitative)
- Developing theories of change and monitoring frameworks
- Creating sampling strategies and data collection tools
- Analyzing data using statistical or qualitative software
- Writing detailed evaluation reports and learning briefs
- Training enumerators and supporting field teams
- Ensuring ethical research standards and data quality

Required Qualifications and Experience
The consultancy is targeted at senior professionals with significant experience in evaluation and research within humanitarian or development contexts.
Minimum requirements include:
- 5–10 years of experience in monitoring, evaluation, research, or learning
- Experience working with UN agencies, INGOs, or government programmes
- Strong quantitative and qualitative analysis skills
- Proficiency in tools such as R, Stata, SPSS, Python, or NVivo
- Experience in sectors such as health, education, GBV, protection, or livelihoods
- Excellent report writing and analytical communication skills
- Ability to work remotely across multiple time zones
Candidates must also demonstrate independence, adaptability, and the ability to manage complex assignments.
Preferred Experience
Additional expertise that strengthens applications includes:
- Experience working in fragile or conflict-affected environments
- Background in displacement or humanitarian response settings
