About the Regional Program Manager Position
The Regional Program Manager will play a central role in ensuring that INARA’s programs are effectively designed, implemented, monitored and evaluated across its operational regions.
The successful candidate will supervise and provide technical support to country program coordinators while working closely with headquarters, humanitarian organizations, donors and other stakeholders.
This is a multifaceted position involving program development, project management, financial oversight, monitoring and evaluation, donor compliance, fundraising, partnerships and emergency response.
The role is therefore particularly suited to an experienced humanitarian professional who can combine strategic thinking with practical program implementation.
Key Responsibilities
The Regional Program Manager will be responsible for identifying needs in INARA’s operational countries and developing programs that respond to local priorities and the organization’s strategic objectives.
Key duties will include developing program strategies, action plans, work plans, methodologies and implementation guidelines.
The successful candidate will also provide technical oversight to country teams and help ensure that projects are delivered on time, within budget and according to required quality standards.
Responsibilities will include:
- Overseeing the complete Project Management Cycle.
- Supporting needs assessments and feasibility studies.
- Developing project timelines, milestones and resource plans.
- Monitoring program budgets and expenditures.
- Supporting grant and donor management.

Monitoring, Evaluation and Program Quality
Program quality will be a major part of the position. The Regional Program Manager will work with MEAL teams to review monitoring and evaluation findings and identify opportunities to improve program effectiveness.
The successful candidate will analyze data, review beneficiary feedback and ensure that lessons learned are incorporated into future programming.
They will also help ensure that programs follow recognized humanitarian standards and accountability frameworks, including the Core Humanitarian Standard (CHS), SPHERE standards and IASC guidelines.
Donor Compliance and Financial Management
Strong financial and donor-management skills are essential for this position.
The Regional Program Manager will work with finance teams to monitor budgets, support financial planning and ensure expenditures remain aligned with approved forecasts and donor requirements.
The role will also involve overseeing donor reporting, tracking grant deliverables and maintaining appropriate documentation for audits and evaluations.
In addition, the manager will support fundraising by contributing to funding proposals, project concepts, donor reports and partnership development.
Emergency Response and Coordination
INARA operates in challenging humanitarian environments, making emergency preparedness and response another important responsibility.
The Regional Program Manager will support emergency assessments, response planning and rapid deployment of appropriate humanitarian and medical assistance.
The successful candidate will also represent INARA in humanitarian clusters, NGO coordination meetings and other relevant forums. Building relationships with government agencies, UN organizations, humanitarian partners and donors will be an important part of the role.
